We're seeking an experienced Payroll Administrator with a strong background in construction payroll to manage complex, multi-state payroll operations including union payroll, certified payroll reporting, and prevailing wage compliance. This role requires precision, deep knowledge of construction-specific payroll requirements, and the ability to manage competing deadlines across multiple jurisdictions.
Responsibilities- Process weekly/bi-weekly multi-state payroll for union and non-union field and office employees
- Prepare and submit certified payroll reports (WH-347 or state equivalents) in compliance with Davis-Bacon and state prevailing wage law
- Calculate and remit union fringe benefits, dues, and contributions accurately per applicable Collective Bargaining Agreements (CBAs)
- Track and apply multiple prevailing wage rates, job classifications, and fringe benefit schedules by trade, project, and location
- Manage multi-state tax withholding, unemployment insurance, and reciprocity agreements
- Reconcile payroll general ledger accounts and resolve discrepancies
- Maintain compliance with state and federal wage & hour laws (FLSA, state overtime rules, etc.)
- Coordinate with project managers and field supervisors on job costing, labor allocation, and time approval
- Respond to audits (union, workers' comp, prevailing wage) with accurate documentation
- Set up new hires, manage terminations, and maintain union hall dispatch records where applicable
- Stay current on changing state/local payroll tax and labor compliance requirements
- 3+ years of payroll administration experience in the construction industry
- Hands‑on experience with union payroll and CBA fringe benefit administration
- Experience with certified payroll and prevailing wage reporting (federal and state)
- Multi‑state payroll processing experience (tax withholding, SUI, reciprocity agreements)
- Proficiency with payroll/construction software (ADP preferred)
- Strong understanding of job costing and labor distribution
- High attention to detail and ability to manage multiple deadlines
- Advanced Excel skills
- FPC or CPP certification (Fundamental/Certified Payroll Profession)
- Experience supporting public works or government‑funded construction projects
- Familiarity with LCPtracker or similar certified payroll software
- Experience with multiple union trades/locals simultaneously
