Job SummaryThe Police Communications and Records Supervisor reports to the Captain of Administrative and Support Services. This role oversees the Communications Center, including personnel, processes, and services. Responsibilities include managing all full‑time and part‑time communications officers, ensuring compliance with state regulations, and serving as the primary Terminal Agency Coordinator. The position is part of the management team and requires significant independence.
ResponsibilitiesRecords Management
- Document and records management for Clery Act compliance, UCR/NIBRS classifications, and open record requests.
- Primary Terminal Agency Coordinator for all phases of Criminal Justice Information System Terminal operations.
- Prepare tape recordings of radio and telephone communications for court evidence and training.
- Validate GCIC records.
- Maintain files, records, and manuals necessary for proper dispatch operations.
- Assist with document and records management systems (Power DMS, ARMS, or equivalent).
Compliance
- Ensure unit meets requirements of agencies such as NCIC, GCIC, Insurance Service Office, FCC.
- Maintain accurate records and log books.
- Report statistical information to GA Bureau of Investigation and FBI.
- Oversee audits for Communications Center functions.
- Participate in development and maintenance of Dispatch Policy & Procedure manual.
- Serve as primary (Terminal Agency Coordinator) TAC.
Cashier
- Oversee revenue‑generating services: notary, fingerprint, background checks.
- Manage sales petty cash, safe keeping of monies, and prepare deposits.
Training
- Primary training officer for Communications Center staff.
- Coordinate field training, remedial training, and updates on best practices.
- Establish training plans, evaluate needs, and control certification, recertification, and development.
Communication
- Receive emergency and non‑emergency calls for service.
- Dispatch requests to units in the field.
- Maintain shift activity records via CAD.
- Respond to unit information requests.
- Operate, inspect, and maintain Communications Unit equipment.
- Monitor alarm, surveillance, and security systems.
- Provide directions and assistance to emergency units and the public.
- Confirm warrants and GCIC/NCIC entries or inquiries.
- Broadcast emergency communications through departmental systems.
- Maintain relationships with professional organizations and attend meetings.
- Take a proactive approach to customer service issues.
- Communicate effectively in writing, orally, and with others.
- Establish and maintain cooperative relationships with university officials, agencies, and the public.
Supervision
- First‑line supervisor for Communications Officers.
- Coordinate 24/7 schedules and facilitate coverage during absences.
- Provide guidance on policies and practices.
- Facilitate standardized performance and process improvement.
- Maintain confidentiality of sensitive information.
- Interview candidates, recommend hires, promotions, and discipline.
- Supervise, direct, and evaluate assigned staff.

Educational Requirements
High school diploma or equivalent.
Required Experience
- At least four years of dispatch/communications center experience, with at least one year in a lead or supervisory capacity, preferably in law enforcement.
- Must possess or be able to obtain a Basic Communications Officer certification under the Georgia Peace Officer Standards and Training Council.
- Must be a certified GCIC/CJIS operator.
