Summary
This position is assigned to the Facilities Section, Facilities and Construction Branch, Fleet & Family Readiness (FFR) Support Services at Commander, Navy Installations Command (CNIC), Millington, TN. The incumbent serves as a Construction Project Manager supporting Navy FFR. The mission is to administer a Navy‑wide program for planning, project nomination, programming, design, construction, repair, renovation, alteration, conversion, and maintenance of FFR facilities.
DutiesArchitectural Construction Project Management duties include but are not limited to:
- Manage the design and construction of FFR facilities, including new construction, renovation, or conversion of existing facilities. Responsibilities include planning, organizing, coordinating, and executing all facets of the facility projects.
- Assist in the preparation of project nominations and facilitate the Project Validation Assessment (PVA) team's site assessments to determine user needs, estimate local competition, and conduct operational analysis. Review PVA drafts and final reports for accuracy and feasibility.
- Identify efficiencies and cost‑effective measures related to FFR capitalization efforts with a focus on developing the design‑build process.
- Develop acquisition plans for assigned projects by identifying and organizing responsibilities and support required to execute projects, and by developing and monitoring project schedules and budgets for construction, design, and construction management services. Prepare purchase requests and independent government estimates for construction, renovation, contract modifications, task orders, and delivery orders. Work closely with contracting officers to ensure procurement integrity and separation of functions between project management and contracting.
- Prepare statements of work (SOW) for all solicitation and contract types, including modifications for change orders. Coordinate required documents from local Base (Non‑appropriated Fund Instrumentality, Public Works, Facilities Engineering and Acquisition Division, or Naval Facilities Engineering Command). Prepare evaluation plans for complex procurements or those that exceed the simplified acquisition threshold. May prepare independent government estimates for new work and modifications to award documents.
- Identify requirements and assist with procurement negotiations for assigned projects. Ensure compliance with contractual requirements related to scope of service, schedule, budget, and performance time requirements. Provide certification for receipt of construction payments, architectural/engineering (A/E) payments, and validate contractor‑submitted change orders.
- Oversee the development and maintenance of project files and records, ensuring activities are adequately documented and files are well maintained and organized.
- Correspond with the activity Public Works office on a full range of planning issues impacting project execution, resolving issues promptly to control costs and time extensions at the programming level before execution.
- Review A/E submissions, specifications, cost estimates, technical planning documents, project documentation, and project status reports for new construction, repair, renovation, alteration, and expansion of facilities. Coordinate A/E design development with commercial A/E firms, NAVFAC, Navy, non‑Navy Department of Defense agencies, and other governmental agencies.
- Develop design problem statements and continuously review FFR projects through all phases of planning, programming, and design to include monitoring and evaluating performance of all project‑related activities.
- Develop, review, and conduct on‑site FFR master plans at Navy installations worldwide and coordinate those plans with Shore Infrastructure Plans, Installation Master Plans, and Capital Improvement Plans (CIP).
- Render on‑site facility planning and design assistance, including, but not limited to, provision of concept sketches, AutoCAD drawings with design alternatives, product/finish recommendations, and project nomination/execution guidance.
