General Description

Supervises, plans and directs land surveying activities.

The position is a mandatory testing role that requires drug testing.

Essential Job Functions
  • Assists with supervising and evaluating staff; provides input in hiring, termination and disciplinary action decisions.
  • Assists with all aspects of survey projects requested by county departments.
  • Provides necessary support to the county’s legal department.
  • Participates in the development and implementation of policies and procedures, rules and regulations in accordance with County, State and Federal requirements.
  • Reviews plans and plats for compliance with applicable regulations.
  • Confers with developers, engineers and surveyors.
  • Investigates complaints; answers technical questions concerning ordinances or other regulations and related matters.
  • Advises County Engineer on the status of various surveying and engineering projects.
  • Sets up and operates surveying and GPS equipment; downloads and processes GPS data.
  • Prepares written reports; maintains files and records.
  • Interacts with the public in an effective and courteous manner.
  • Must demonstrate commitment to our mission, vision, values and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
  • May have a role in the County’s disaster preparation and/or recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
  • Must be able to meet minimum attendance standards.
  • Performs related duties as required.
Physical, Visual, and Communication Requirements

The physical requirements are medium work, including exerting up to 50 pounds of force occasionally, up to 30 pounds frequently, and up to 10 pounds constantly. The work requires long periods of standing, walking over rough, uneven, or rocky surfaces, climbing tall ladders, recurring bending, crouching, stooping, stretching, reaching or similar activities, and recurring lifting of moderately heavy items up to 50 pounds.

The worker is also required to operate a motor vehicle to visit job sites and conduct surveys.

The worker must have close visual acuity for tasks such as preparing and analyzing data and figures, transcribing, viewing a computer terminal, extensive reading, visual inspection involving small defects or parts, using measurement devices, and/or assembly or fabrication parts.

Required verbal communication involves conveying detailed or important spoken instructions accurately, loudly, or quickly; perceiving the nature of sounds at normal speaking levels; receiving detailed information through oral communication; and making discriminations in sound.

Environmental Conditions

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress. The worker performs activities inside and outside, is exposed to extreme cold, extreme heat, noise, and hazards such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, or exposure to chemicals.

Required Knowledge, Skills & Abilities

Knowledge of land surveying in Florida, principles and practices of land and civil engineering survey systems, modern surveying equipment, practices and techniques.

Required to operate a personal computer; set up and operate modern survey instruments and tools.

Required to read, understand and interpret diagrams, construction plans, specifications, Florida Statutes, codes and related documents; express ideas effectively both orally and in writing; establish and maintain working relationships with employees, contractors, engineers and the public.

Preferred Qualifications

Bachelor’s Degree from an accredited four‑year college or university in Surveying, Civil Engineering or a closely related field; supplemented by three (3) years of surveying experience, including at least one (1) year in a lead or supervisory capacity; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
