Position: FUELS SPECIALIST with Security Clearance
Duties
* You will Advise and provide direction on problems involving the work efforts which affect mission accomplishment, coordinating both internal and external procedures and operations.
* You will provide options and makes recommendations to Detachment Director to resolve difficult or unique situations.
* You will maintain contact with customers to determine operational requirements are met, attends facility planning meetings and liaison with deployed units for augmentation services to include funding and technical resolution to meet readiness. Requirements Conditions of employment

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
* You will be required to successfully complete a pre-appointment physical examination.
* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:
1. Serves as the Fuels Departments authoritative source of knowledge on Fuels Bulk Storage, Fuels Distribution, Fuels Laboratory, Fuels Accounting, Fuels System and Vehicle Maintenance, Fuels Environmental and as the advisor for the stations activities on all matters related to Fuels management. Attends meetings and participates in official station boards and committees. Represents and speaks for the command when dealing with officers and senior civilians from various installations and/or tenants commands relating to fuels issues and support;

2. Prepares Fuel budget requests for Navy Region Southeast as well as for DLA Energy funding for base operations support, consumables and equipment requirements;
3. Responsible for Fuels facility sustainment, restoration, and maintenance beyond fuel service contracts. Coordinates with Regional Fuels, Navy Petroleum Office, DLA Energy and project execution agents (including NAVFAC and US Army Corps of Engineers (USACE)) on the development, planning, costing, justifying and submitting project requests for funding through DLA; 4. Reviews and updates Fuels instructions and Standard Operating Procedures (SOP). Monitors and audits fuel service contractor input into fuel accounting systems, including Fuel Manager Defense.

Reviews and develops procedures incident to flow of work and methods to be used in monitoring the accounting for all fuel transactions, including the validation and documentation of receipts from suppliers, receipts from defuels, issues, transfers between tanks and inventory adjustments. Ensures operations, facilities and plans comply with federal, state, and local environmental protection laws;
5. Serves as administrator of DoD Fuel Service contracts answerable to the DLA Energy, Contracting Officer. Evaluates contractor's day-to-day compliance with all contract provisions and monitors the performance of contract personnel. Analyzes and identifies needed changes to the fuel service contract specifications as necessary to reflect any increase or decrease in the scope of the contract and workload. Will serve as the certified Contracting Officer's Representative (COR) or Program Manager for the Fuels Contract;

6. Reviews, audits and documents fuel service contract accounting, inventory ledgers, performance records, fuel usage and other technical and statistical information required in the performance of the fuel service contract PWS requirements including cost estimates, cost analysis, etc.; 7. Ensures the quality of all fuels issued meets strict military standards by coordinating with Fuels Laboratory personnel.
