This position plans, organizes, supervises, and directs the day-to-day operations of the Finance Department, including accounting, financial reporting, treasury management, investments, purchasing, revenue collection, business and alcohol licensing administration, audit coordination, and financial systems administration. Work involves supervising Finance Department personnel, maintaining sound internal controls, ensuring compliance with applicable accounting standards and governmental regulations, and providing accurate and timely financial information to support organizational decision-making and the City's annual operating and capital budget process.

The Deputy Finance Director serves as the operational leader of the Finance Department and is responsible for ensuring efficient, effective, and compliant financial operations throughout the organization. The position supports executive leadership through financial analysis, forecasting, reporting, and budget monitoring while maintaining primary responsibility for the City's accounting, treasury, audit, purchasing, revenue administration, and financial reporting functions.

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional finance, administration, and budget related functions as necessary.

  • Plans, organizes, and coordinates the day-to-day operations of the Finance Department.
  • Directs, monitors, and evaluates the work of Finance Department staff; participates in employee selection, training, performance management, and professional development activities.
  • Oversees general accounting functions including general ledger maintenance, accounts payable, accounts receivable, bank reconciliations, capital asset accounting, and financial reporting activities.
  • Prepares, reviews, and approves journal entries, reconciliations, and supporting documentation in accordance with GAAP, GASB standards, and established accounting practices.
  • Coordinates and ensures the timely completion of monthly, quarterly, and annual financial reports and reconciliations.
  • Assists with preparation of the Annual Comprehensive Financial Report (ACFR), annual audit schedules, and other required financial reports and disclosures.
  • Coordinates the annual external audit process and serves as a primary liaison with auditors and regulatory agencies.
  • Maintains a high degree of knowledge of the City's financial management systems and related software applications and assists with implementation of system improvements and process enhancements.
  • Assists in the development, implementation, and maintenance of financial policies, procedures, and internal controls and ensures compliance with applicable accounting standards, laws, and regulations.
  • Monitors cash flow, investments, debt service activities, and related financial transactions in accordance with City policies and applicable laws.
  • Oversees business licensing, alcohol licensing, franchise fee administration, and other revenue collection programs.
  • Monitors revenues and expenditures throughout the fiscal year and provides financial forecasts, trend analyses, expenditure monitoring, and other financial information to support organizational decision-making and the City's budget process.
  • Assists the Deputy City Manager with financial studies, operational analyses, special projects, and other initiatives designed to support the City's long‑term financial health.
  • Reviews departmental financial activities and internal controls and recommends operational improvements as appropriate.
  • Consults with department directors, employees, auditors, financial institutions, regulatory agencies, and other stakeholders regarding financial matters and provides recommendations on complex issues.
  • Prepares reports, agenda items, presentations, and supporting materials for executive leadership, City Council, and other stakeholders.
  • Represents the Finance Department on committees, interdepartmental teams, professional organizations, and at meetings as required.
