Job Summary: Under direction of the Director of Contract Sourcing and Execution, Contract Manager, and Lead Contract Services Coordinator, Contract Services Coordinator will coordinate development, planning, oversight, and tracking of human services contracts. This position will also assist contractors with program budgets and reporting requirements, monitor program expenditure reports, resolve reporting deficiencies, monitor compliance with grantor and purchaser requirements, conduct fiscal and program monitoring, provide technical assistance to subrecipients and subgrantees, and serve as liaison to provider agencies.
Essential Responsibilities:- Develop and coordinate the execution of contract amendments, addenda, and revisions across departments for one or more service areas and monitor throughout the term.
- Coordinate and facilitate requirements and contract functions with risk management (including insurance), Office of Corporation Counsel, and Office of the Comptroller for contract related matters. Monitor Targeted Business Enterprise (TBE) participation goals and aid contractors in becoming TBE certified, monitor for compliance with B to G Now and compliance.
- Compile, analyze, and summarize contractor reported data. Review and evaluate reports of program accomplishment or other program outcome measurement data. Develop, manage, and maintain department-wide contract, audit, compliance, and agencies’ proposal master files.
- Monitor contractors’ budgets and fiscal reports for timeliness, variances, completeness, and compliance. Conduct agency site audits and desk reviews. Assist program and department service areas in internal operational process evaluations, program audits, and special ad hoc investigations.
- Monitor for compliance with state, federal, county ordinances, and resolutions along with other administrative regulations.
- Provide technical assistance to DHHS contractors in application/proposal process, budget development, contract & funder reporting requirements, completion of billing reports, federal/state Allowable Cost guidelines & other funder compliance requirements, respond to questions and inquiries from contract agencies; conduct training and public informational.
- Develop and review the application and RFP/RFI (Request for Proposal/Request for Information) materials. Review and make recommendation regarding the proposal evaluation criteria. Coordinate and chair the proposal Review Panel process. Review and make recommendations on program planning documents.
- Serve as Contract Admin liaison to DHHS Quality Management to enhance contract monitoring, performance-based contracting and DHHS grant-analyst staff to aid in federal & state claims reporting of federal, state and other grant funded contracts.
- Perform all other duties as required.
- Must be a current resident of the State of Wisconsin.
- Possession of a Wisconsin Driver's License, able to be maintained throughout employment.
- An Associate Degree with six (6) years of experience in Contracting OR a Bachelor’s Degree or higher in Human Services, Business Administration, Accounting, Auditing, or a related field.
- At least two (2) years of experience in Contract Procurement, Accounting, Auditing, Quality Management, Health and Human Services, or Project Management.
- Advanced knowledge of Microsoft Office computer software (e.g., Word, Excel, Power Point, and MS Access).
- Knowledge of DHHS (Department of Health and Human Services) contracting databases.
