Project Details

The government requires a Construction Manager with telecom construction and/or design experience, who will be on-site for the duration of the Electronic Health Record Modernization Construction Project. The role provides professional and technical consultative assistance related to operations, renovation, and new construction programs supporting EHRM, including project management, project engineering, planning, scheduling, design reviews, code compliance, testing, record keeping, quality control, quality assurance, cost control, and general oversight of EHRM design and construction projects.

Pre-Construction

Phase
  • Coordinate Microsoft Teams conference calls with Contracting, the awarded GC, the CPS Contractor, the Commissioning Agent, and VAMC Milwaukee to manage pre-construction issues.
  • Assist the COR in reviewing the GC’s pre-construction submittals (schedule, infection control plans, phasing plans, etc.).
  • Assist the COR in reviewing the GC’s material submittals and shop drawings.
  • Assist the COR in reviewing the GC RFIs.
  • Advise the COR and the AE on availability of long‑lead time items identified by the GC.
Construction Period Phase
  • Monitor project financial data and budgetary cost accounting, administer construction contract change orders, and maintain spreadsheets indicating project funds, allocations, obligations, payments, balances, and planned expenditures.
  • Prepare and maintain daily dairies for project activities, coordinate with the general contractor, and compare project progress against schedules.
  • Conduct or attend weekly or bi‑weekly project meetings to review schedules, monitor progress, and review construction contractor payment requirements.
  • Assist in conflict resolution by keeping thorough records of occurrences and construction matters.
  • Monitor independent testing and inspection services, including soils, concrete, precast connections, steel, fireproofing, roofing, curtain walls, and elevator installations.
  • Provide commissioning assistance to the COR, CxA, and/or GC, including start‑up planning, forecasting, cost estimation, objective determination, team organization, performance tests, O&M material acquisition, and training.
  • Perform additional construction related services: maintain marked‑up sets of project plans and specifications for as‑built drawings, conduct routine inspections, identify non‑conforming work, notify VA and the general contractor, compile defect lists, monitor financial data, assist in relocation efforts, administer change orders, review submittals, review RFIs, log daily activities, coordinate owner‑supplied equipment, provide O&M data, and complete closeout submittals.
  • Required Qualifications
    • Bachelor’s degree in Construction Management or a related technical field.
    • Minimum ten (10) years of experience in design and/or construction of telecommunications and data communications infrastructures, with critical experience in healthcare and IT projects/facilities.
    • Ability to quickly understand and master the requirements outlined in the Contract Documents, and proficiency in communication, language, and software skills required to produce work products.
    • Professional experience reading and interpreting construction documents and communicating effectively with project construction team members.
    • Experience providing EHRM project construction management and direction in close concert with the assigned Electrical Engineer, focusing on Telecommunication Rooms, fiber/network infrastructure, and related aspects.
    Preferred Qualifications
    • RCDD Certified Professional (Registered Communications Distribution Designer).
    • Experience as a CMa managing VA projects.
    • Experience as a CMa managing Medical projects.
