Environmental Compliance Manager

JOB SUMMARY: Under the direction of the Principal Environmental Engineer, the Environmental Compliance Manager (ECM) is primarily responsible for coordinating responses to the management and remediation of regulated materials at County facilities, and to ensure compliance with local, state and federal environmental regulations. The ECM is the primary contact for spills and releases of hazardous materials. The ECM is responsible for filing annual reports as required for regulated substances.
The position is also responsible for the periodic management of projects for the Environmental Services Unit or Architecture, Engineering & Environmental Services Section.
JOB DUTIES:
- Coordinate and manage regulated material activities
:
Including the identification, location, inventory, control, and abatement of regulated materials at County facilities including asbestos, lead-based paint, hazardous material storage, landfills and other County environmental liabilities. - Conduct environmental assessments
:
Coordinate and manage investigations, spill events, remediation projects and special studies as internal consultants to County Departments and divisions, often related to asbestos or other hazardous materials. Perform field testing or secure consultant services as needed. - File reports with state and federal agencies
:
Prepare and file compliance reports for regulated materials (EPCRA), sanitary (MMSD), asbestos remediation (WI DHS), and other agencies and reports. - Provide technical assistance to internal staff

Advise project managers regarding proper management of regulated substances during projects to maintain compliance with environmental regulations. - Project Management
:
Use project management best practices to develop, coordinate, execute and control design, and construction, of environmental or other projects with internal and/or external consultants and contractors. Responsible for managing all phases of project development and execution, including scope development, cost estimating, consultant selection, design, bidding, contractor selection, contracting, schedule and risk management, construction management, project closeout, and all required project documentation in accordance with all applicable codes and ordinances of governing bodies, and department policies.
MINIMUM QUALIFICATIONS
- Current resident of State of WI.
- A Valid WI Driver’s License at time of application and maintained throughout employment.
