Bloom is currently seeking an experienced Payroll and Benefits Manager who is responsible for the direct, in-house execution of end-to-end payroll processing and the administration of all employee benefit programs. This role ensures total compliance with federal, state, and local tax laws, manages system configurations within our system, and delivers high-touch customer support for employee pay and benefits inquiries. - In-House Payroll Execution:
Manage, process, and finalize regular (bi-weekly/monthly) and off-cycle payrolls in-house for all active, hourly, and salaried employees across multiple states - Tax & Statutory Compliance:
Direct and verify federal, state, and local tax with holdings, quarterly and annual tax filings (W-2s, 1095-Cs), and garnishment orders (child support, tax levies) - Benefits Administration:
Oversee health, dental, vision, 401(k), life, disability, and voluntary insurance programs. Lead the annual Open Enrollment process from setup to carrier transmission - System Management & Audit:
Maintain payroll software configurations, job codes, deduction setups, and timekeeping rules. Perform routine audits of timecards, tax entries, and benefit enrollments - Financial Reconciliation:
Reconcile payroll tax accounts, 401(k) contributions, and benefit invoices against payroll deductions before submitting for General Ledger posting - Employee Support & Communication:
Serve as the primary contact for complex pay, tax, leave (FMLA/STD), and benefits issues - Other duties assigned by manager
- Experience:
5+ years of hands‑on payroll processing experience (specifically in‑house processing) with 2+ years managing employee benefits - Architectural/Engineering/Construction experience a plus
- Technical Proficiency:
High fluency in in‑house HRIS/Payroll platforms (Deltek/AJERA) and advanced Microsoft Excel skills (VLOOKUP, Pivot Tables) - Certifications:
CPP (Certified Payroll Professional) or CEBS (Certified Employee Benefit Specialist) preferred - Compliance Knowledge:
Deep knowledge of FLSA, ERISA, FMLA, ACA, and multi‑state tax withholding laws - Bachelor’s Degree in Accounting, Human Resources, or a related field
