DSHS ESA DPI Program Integrity Administrator

DSHS's Economic Services Administration (ESA) is seeking a Program Integrity Administrator to join the Division of Program Integrity (DPI). This role offers the opportunity to contribute to a mission‑driven team committed to strengthening the accuracy, accountability, and overall integrity of Washington’s public assistance programs.

In this role you will serve as the SNAP (Supplemental Nutrition Assistance Program) performance system team administrator and provide executive level leadership and oversight to reduce Washington State's SNAP payment error rate. You will accomplish this by ensuring a cohesive and sustainable approach to improving eligibility accuracy, federal compliance, and program integrity.

As the Program Integrity Administrator you will be the division's subject matter expert in SNAP performance systems, payment error reduction, and corrective action strategy. You will integrate your policy expertise, quality control operations, data analytics, and frontline operational feedback to identify root causes of eligibility errors and implement target, measurable resolutions.

What you’ll do
  • Oversee development and use of comprehensive error tracking dashboards and reporting tools
  • Establish internal baselines and benchmarks for error types, QC completion rates, and performance outcomes
  • Lead gap and root cause analyses across error trends to complement existing QC/ME efforts
  • Monitor impacts of policy changes and emerging trends on error rates and system performance
  • Respond to internal and external information and data requests
  • Provide corrective action plan development and oversight
  • Ensure CAPs are evidence‑based, measurable, and target root causes of identified errors
  • QC errors and increase QC completion rates
  • Address repeated errors in high‑risk eligibility elements
  • Support sustainable system improvements that increase case accuracy
  • Ensure findings from data analysis are translated into actionable operational improvements
  • Recommend potential policy and procedure revisions in collaboration with partners based on error trends, systemic findings, and federal guidance
  • Provide supervision, leadership, direction, and coordination for the SNAP performance system efforts
  • Serve as primary DPI liaison on SNAP performance initiatives
What we’re looking for
  • Expert level experience with Washington SNAP Quality Control and/or Management Evaluation processes
  • Experience working directly with federal partners
  • Experience implementing large‑scale policy changes, including work requirement policies
  • Experience developing performance dashboards
  • Knowledge of Washington State public assistance systems and eligibility platforms
  • Skilled in developing measurable performance metrics and monitoring
  • Ability to foster collaborative relationships with internal and external partners
Who should apply

A bachelor's degree from an accredited university in social services, public administration, or communication (or a closely related field). And at least five years of paid, professional experience interpreting state and federal laws and regulations pertaining to public assistance programs:

  • Demonstrated experience in SNAP policy, Washington eligibility determination, or program integrity oversight
  • Advanced knowledge of federal SNAP regulations, Washington Quality Control and Management Evaluation processes, and performance measurement standards
  • Strong working knowledge of computer and database systems used in ESA (QAMIS, ACES, SSPS, eJAS, Barcode, Microsoft Office)

And three years paid, professional experience in some combination of the following:

  • Experience developing or overseeing audit / Corrective Action Plans and federal reporting requirements
  • Experience leading cross‑functional or cross‑division initiatives
  • Experience analyzing performance data to identify trends, root causes and improvement strategies
  • Demonstrated ability to manage complex projects involving multiple stakeholders
  • Leadership experience supervising staff or leading system‑level initiatives

Equivalent paid professional experience, as described above, may substitute year for year for the required education.
