Behavioral Health Strategist, Bureau of Prevention Treatment and Recovery

This position will work Monday through Friday, 8:00 am to 4:30 pm and can work remotely for up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position can be headquartered at one of our central or regional offices . Some additional travel may also be required.

As the Behavioral Health Strategist
, you will be responsible for leading the development, implementation, and evaluation of strategic plans for substance use prevention, Individual Placement and Support (IPS) program, overdose prevention, and recovery supports. This includes collecting and analyzing data, reviewing policies and procedures for evidence-based/best practices, and engaging the community to make recommendations for action to leadership.

You will be the lead program and policy analyst for the Prevention Intervention and Recovery section, responsible for tracking, interpreting, and operationalizing federal and state legislation, policy, and guidelines affecting substance use prevention, intervention, overdose prevention, and recovery services. In addition, you will provide staff support to the Legislative and Policy Committee of the Wisconsin Council on Mental Health.

Salary Information

The starting pay is between $39.25 to $41.47 per hour (approximately between $81,600 and $86,200 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Program and Policy Analyst Advanced and is in pay schedule/range 07/03.

All applicants who may be appointed will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

  • To work remotely, employees must have access to both a private workspace and secure high-speed internet.

Mileage reimbursement to the employee’s headquarter location is not provided.

For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed due to the need to report to an office location in Wisconsin on short notice.

Qualifications

Minimally qualified applicants will have all the following:

  • Experience with project evaluation, including planning, developing and managing data collection/analysis to measure project effectiveness.
  • Experience interpreting and applying local, state, or federal behavioral health policy analysis, legislative research, or regulatory compliance.
  • Experience with contract administration (e.g. developing contracts, monitoring performance or compliance, providing fiscal oversight, measuring outcomes, etc.).

Well-qualified applicants will also have one or more of the following:

Experience presenting data analysis using reports, briefs, or graphics.

Experience collaborating with cross-system partners to advance strategic objectives within a behavioral health system of care.

Experience providing behavioral health training or technical assistance.
