Talent Manager, HR Manager
JOB SUMMARY
Provides oversight of the Employment Division of the Human Resources department with emphasis on Talent Acquisition, Onboarding and file management. Implements and manages processes to attract, evaluate, and refer candidates for open positions within MCTS. Utilizes the organization’s HRIS (Dayforce) to post positions and engage in other sourcing methods. Oversees the organization's recruiting program, policies, and procedures. Evaluates and communicates key metrics to recommend appropriate recruitment strategies and ensure positions are filled efficiently and effectively.
Reviews and approves content and placement of advertisements and job postings. Secures appropriate resources for staff to be successful. Maintains relationships with schools, community-based organizations, recruitment firms and other external partners.
- Strategizes, directs and oversees processes for recruitment, selection and onboarding while ensuring compliance with all employment laws.
- Utilizes various resources to generate qualified applicant pools, including community service programs, employment agencies, colleges and universities, job boards and social media.
- Establishes and implements recruitment plans to meet the needs of the hiring manager and organizational staffing goals.
- Implements full cycle recruitment process including, preliminary screenings, credentialing and onboarding and orientation.
- Tracks, analyzes and provides reports on analytics related to all aspects of talent acquisition.
- Provides oversight to the configuration, implementation and maintenance of HRIS solutions related to Talent Acquisition and Onboarding.
- Based on organizational needs, configures, tests, and implements workflows, forms, reports and other aspects of the HRIS.
- Provides oversight of all job requisitions to ensure that all hiring practices are in alignment with company policies and Diversity and Inclusion objectives.
- Creates or revises job descriptions, recruitment plans, interview questions, scoring matrices when positions are opened; participates in interviews.
- Provides direction to the staff responsible for the maintenance of personnel files and ensures that all files are up-to-date and accurate.
- Performs other duties as required.
- Bachelor's degree in human resources or related field required. Equivalent work experience may be considered in lieu of educational requirement.
- Seven (7) years of experience in employment / recruiting field is required.
- Three (3) years of supervisory experience in human resources or related field required.
- Experience with Ceridian/Dayforce preferred.
- Knowledge of human resources administration trends and best practices, including benefits administration, recruiting, leave management, labor relations, compensation, classification, and employee development.
- Knowledge of labor laws and applicable regulations.
- Knowledge of MCTS operations.
- Ability to configure and implement HRIS solutions
- Knowledge of different training methods and approaches
- Critical thinking skills
- Ability to monitor and track budgets for expenses related to recruitment and advertising.
- Skilled in computer operations, Microsoft Word, Excel, Teams, PowerPoint and presentation software.
- Ability to manage conflict and balance competing interests from multiple stakeholders.
- Ability to manage others.
- Ability to develop and maintain effective and appropriate working relationships.
- Ability to communicate effectively, both verbally and in writing.
- Ability to work independently.
- Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant conditions or hazards.
- Physical requirements are those described as sedentary work exerting 10 pounds of force occasionally or a negligible amount of force frequently.
