Contract Compliance Manager

Full-time, Hybrid
Salary Range: $88,212.80 - $/yr
Job SummaryMonitor, assess, support, and report on contract performance activities. Provide contractual and statutory analysis to internal clients and stakeholders. Manage provider contract implementation and performance. Ensure contracts meet appropriate business policy requirements. Monitor and report vendor compliance performance on contracts, including planning, training, development, negotiation, implementation, and oversight of contract formation. Ensure county-wide use of best-in-class contracting methodology, acquisition, and universal compliance with statutes.
Hybrid Work Schedule: This position will work 3 days in the office and 2 days remote, Monday-Friday.
Job Responsibilities- Compliance - Assist in ensuring compliance with applicable local, state and federal regulations and directives in procurement and contracting activities. Facilitate overall and contract-specific risk management for compliance issues by working with the Office of Corporation Counsel, the Office of the Comptroller, the Office of Economic Inclusion, and various county-wide divisions and departments. Participation in enterprise-wide compliance initiatives, ensuring ordinance compliance, and best practice functions related to acquisition and contracting.
- Contract Monitoring - Provide county-wide contract development and monitoring, including but not limited to non-compliance/non-performance, renewals and rebids.
- Review of Complaints - Ensure complaints regarding contractor performance are handled expeditiously and transparently with the highest level of stakeholder satisfaction.
- Proactively Inform and Disseminate Contracting and Training Opportunities - Provide guidance and technical training to departments regarding various contract strategies, regulatory strategies and resource planning; managing/directing, developing and evaluating complex transactions.
- Process and Procedures - Conduct management studies on contract activities to develop and implement procedural changes, new methods, or automated systems as appropriate to increase efficiency and cost effectiveness (value); and making recommendations.
- Onsite Inspections - In-person inspection of various county facilities, research of work methods at other facilities, with site visits to other local government locations or vendor locations as needed.
- Ability to lift and carry up to 10 lbs.; ability to push and pull up to 5 lbs.

- Current residency within the State of Wisconsin upon application required
- Valid Wisconsin Driver's License and a reliable insured vehicle are required and must be maintained throughout incumbency
