What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience. New hires are typically brought into the organization between $60,064 - $75,000/annually, based on experience and education.

Location & Schedule

In this position you can expect to work on site at the Wellington Webb Building, located at 201 W. Colfax Ave., Denver, CO 80202. The schedule will be determined at the time of hire, based on operational needs.

Potential shifts include:

  • 3:00 AM – 11:30 AM
  • 6:00 AM – 2:30 PM
  • 7:15 AM – 3:45 PM
  • 11:30 AM – 8:00 PM
  • 2:00 PM – 10:30 PM

Right of Way Enforcement (ROWE) is a division within DOTI that provides enforcement services primarily within the public right-of-way, with a strong focus on parking and mobility. ROWE’s services include parking enforcement, street sweeping support, vehicle booting, ADA and bike lane safety enforcement, permitted special event enforcement, encroachment enforcement, and customer request management. In 2026, ROWE also launched a new Parking Citation Administrative Review Program.

The division coordinates closely with other DOTI teams, City departments with enforcement authority, and Denver County Courts to support parking-related actions and ensure consistent, effective enforcement. Through this work, ROWE helps promote mobility, safety, accessibility, and economic vitality throughout the City and County of Denver.

DOTI is seeking a Parking and Speeding Enforcement Supervisor. This position will play a key role in leading daily operations, developing and supporting employees, and ensuring the team delivers consistent, professional, and customer-focused service.

Specifically, as a Parking and Speeding Enforcement Supervisor, you will:

  • Supervise employees involved in enforcing compliance with parking regulations, monitors enforcement to ensure compliance with all governing laws and regulations and recommends process improvements and changes in practices and procedures to increase operating efficiency and expedite workflow.
  • Plan, assign, and evaluate the work of staff members, provides technical expertise to staff, and establishes unit and staff work goals and objectives.
  • Work with various internal and external customers to resolve complaints and/or problems and answers a variety of questions/concerns.
  • Review, develop, and/or modify work plans, methods, and procedures; determine work priorities, and develops work schedules to provide adequate staff coverage.
