Job Summary:

Under the general supervision of the Building Official, the Code Enforcement Officer performs inspections and enforcement activities to ensure compliance with municipal codes and ordinances related to property maintenance, zoning, nuisance abatement, and public safety. This position investigates complaints, documents violations, issues notices and citations, prepares case documentation, and testifies in court or administrative proceedings. The position requires extensive public contact and independent judgment to protect the health, safety, and welfare of the community.

Roles & Responsibilities :
Code Enforcement and Inspections
  • Investigates complaints and proactively identifies violations related to property maintenance, weeds, signage, unsafe structures, junk vehicles, illegal dumping, pollution, and other ordinance violations.
  • Conducts field inspections; gathers evidence; interviews witnesses and property owners; documents findings; and determines compliance with applicable codes and ordinances.
  • Issues notices of violation, correction orders, warnings, and citations in accordance with City policies and ordinances.
Documentation and Legal Support
  • Prepares detailed inspection reports, case files, photographs, and supporting documentation for enforcement actions.
  • Assists the Building Official with administrative hearings and legal proceedings; prepares case reports and provides testimony in court or administrative hearings as required.
Coordination and Communication
  • Coordinates enforcement activities with the Building Official, Development Services, Police, Fire, Public Works, and other departments or agencies as appropriate.
  • Communicates with property owners, contractors, residents, and the public regarding code requirements, compliance options, and enforcement processes.
  • Provides professional customer service and conflict resolution while enforcing municipal regulations.
Administrative and Other Duties
  • Maintains accurate records, logs, and reports of inspections, complaints, and enforcement actions.
  • Utilizes permitting, inspection, and recordkeeping software systems and standard office applications.
  • Performs related duties as assigned.
Knowledge, Skills, and Abilities:
  • Municipal ordinances, zoning regulations, and property maintenance codes.
  • Code enforcement procedures, nuisance abatement processes, and legal enforcement requirements.
  • Basic principles of building construction, site development, and safety practices.
  • Effective verbal and written communication with diverse audiences.
  • Conflict resolution and customer service in potentially confrontational situations.
  • Organization, documentation, and recordkeeping.
  • Computer proficiency in Microsoft Office and permitting/inspection software systems.
  • Interpret and apply municipal codes, ordinances, and regulations.
  • Exercise independent judgment within established policies and procedures.
  • Establish and maintain effective working relationships with City staff, contractors, and the public.
  • Work independently and manage multiple cases and deadlines.
Physical Requirements:
  • Frequently required to walk, stand, sit, bend, stoop, kneel, climb ladders, and work in confined or elevated areas.
  • Ability to push, pull, carry, and lift up to 100 pounds, with or without reasonable accommodation.
Environmental Conditions:
  • Work performed indoors and outdoors in varying weather conditions, including extreme heat, cold, and inclement weather.
  • Exposure to dust, fumes, noise, hazardous materials, construction sites, dangerous structures, and uneven terrain.
Minimum Qualifications:
  • High School Diploma or equivalent (GED).
  • One (1) year of experience in construction, inspections, municipal services, code enforcement, or a related field; or an equivalent combination of education and experience.
  • Valid Texas Driver's License with acceptable driving record.
  • Possession of, or ability to obtain within twelve (12) months of hire, a Code Enforcement License issued by the Texas Department of Licensing and Regulation (TDLR).
Preferred Qualifications:
  • ICC Code Enforcement or Property Maintenance certification.
  • Prior municipal code enforcement or inspection experience.
  • Bilingual (English/Spanish) proficiency.
