Position Description

Responsible for all aspects of the accounting function, including developing and maintaining Federal and City Accounts, budget assembly and analysis, closing fiscal month/year-end accounting records and internal audit functions.

Accountant II – Grants Subrecipient Monitoring

Responsible for Citywide subrecipient financial monitoring, audit reviews, preparing risk assessments, monitoring follow-up, providing technical assistance to subrecipients and to City grant funded Departments, tracking all monitoring related activities and providing information for internal and external oversight reviews. Some travel to subrecipient locations may be required.

Accountant II – PW Capital Grants

Record and track all Public Works Capital grants expense and revenue, prepare annual SEFA schedule for those grants, accounting for Sidewalk department, Budget/COMET reconciliation, Hennepin County/State of MN Aids reconciliation and billing, accounts payable/procurement monitoring and assistance, capital assets reconciliation and entry, Traffic Capital project accounting, helping with Workday ERP planning and implementation

Work Location

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

Job Duties and Responsibilities
  • Perform and/or act as a lead worker for a variety of accounting tasks, working closely with the accounting manager or supervisor to plan, organize, delegate, and monitor assigned accounting activities.
  • Act as a technical consultant to management, staff members, and customers on financial issues, providing general information and guidance.
  • Coordinate, review, analyze and monitor all budgets submitted by the assigned departments, and assist in the preparation of related financial, and business plans.
  • Provide technical assistance to, and financial monitoring of sub-recipient organizations to comply with grant requirements.
  • Audit and analyze accounting records and statements, including budget to actual comparisons, reasonability of account balances, and preparation of financial projections.
  • Prepare financial statements, reports, and notes to financial statements on a monthly, quarterly, and annual basis including preparation of the City's comprehensive annual financial report (ACFR).
  • Provide financial information to State Auditors as requested.
  • Manage the accounting for and financial reporting of revenues, and expenditures, capital assets of grant funds, and related billing and reimbursement request processes.
  • Recommend and assist with the development of new accounting systems and procedures.
  • Review internal control and accounting practices of the department's purchasing and inventory, billing, payroll, accounts receivable, etc.
  • Reconcile the credit card bank accounts for the City and review monthly bank activity.
  • Establish, update and report periodically on cash forecasting.
  • Maintain logs of confidential funds ensuring that all funds are segregated and accounted for.
  • Recommend changes in accounting practices to conform to City ordinances and other legal requirements.
  • Develop and maintain Federal and City accounts.
  • Act as team lead to oversee, assign, and monitor the work of Accountant I and Account Clerk staff including reviewing and commenting on work and providing guidance.
  • Train staff in use of the accounting system and procedures, reviewing their work and providing any additional assistance needed.
  • Provide technical assistance to non grant funded activities that include the preparation of required reports, processing of invoices, etc.
  • Perform special accounting projects and financial analysis as required.
  • Analyze requests for bond issues, expenditure requests.

Required Qualifications

Minimum education: Bachelor s Degree in Accounting, Business Administration, Finance or a closely related field.

Minimum Experience Two years professional level accounting experience, which has included preparing financial statements and reports, developing and monitoring budgets, monitoring grant expenditures and reimbursements, general ledger, cost, or fund accounting.

Equivalency An equivalent combination of education and highly related experience in a similar environment may be considered.
