The primary purpose of this position is to process all electronic purchase requisitions and ensure that subsequent purchase orders are compliant with relevant regulations. The incumbent also assists in ensuring the MPHA meets its goals for vendor diversity by recruiting new vendors, gathering data, maintaining the vendor database, and coordinating a training program.
All activities must support the Minneapolis Public Housing Authority’s ("MPHA" or "Authority") mission, vision, and values.
Essential Duties and ResponsibilitiesThe position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
- Develops, maintains, and distributes purchasing reports and logs.
- Reviews and processes purchase requests and contract modifications for Contracting Officer approval. Distributes purchase orders and contracts to staff and vendors.
- Manages purchasing contract files, documents, and records, ensuring availability of documentation for compliance and procedural guidelines.
- Maintains certificates of insurance records and completes all vendor collection/registrations as required by HUD and other governmental authorities. Compiles and maintains W/MBE directory. Completes reports for HUD, MPHA Board of Commissioners, and staff as needed.
- Responds to inquiries from staff and administration regarding purchasing procedures and purchase requests.
- Develops and executes strategies for recruiting Section 3 and W/MBE businesses to contract with MPHA.
- Creates and maintains relationships to cultivate MPHA’s Supplier Diversity Program.
- Drafts, publishes, and manages Invitations for Bids, Invitations for Quotes, and Requests for Proposals when necessary.
- Assists Procurement staff with planning and organizing purchasing activities. Supports day-to-day department needs and provides clerical duties as required.
- Works with the Finance Department and contract administrators to monitor and review purchase orders; takes appropriate actions, including canceling inactive files, implementing change orders, and other actions necessary to maintain accurate data.
- Researches and identifies available cooperative purchase agreements and secures applicable contract documentation.
- Implements and enforces all policies and procedures with respect to purchasing, assists in the development of training materials, and provides staff training.
- Engages with MPHA staff in preparing proposal/bid requests, including specifications, statements of work, bid evaluation criteria, contract compliance monitoring process, etc.
- Provides procurement software training and troubleshooting for end users.
- Performs other related duties as assigned.
