Manager, Community Education, Adult Education Program
SUMMARY: Under general supervision, manage Community Education Adult Education Program and staff to provide a safe and healthy learning environment to meet the academic needs of over 2000 adult students daily; interpret, enforce and assure compliance with Federal, state, and local laws, and MPS regulations and policies.
ESSENTIAL FUNCTIONS- Manages Community Education, Adult Education Program to meet community needs and deliver high quality learning programs to over 2000 adults daily in MPS and partnership sites; assures MPS is in compliance with state and Federal regulations in order to provide a safe and healthy learning environment for MPS students and staff.
- Manages and empowers staff, creates program vision, develops priorities and continuous improvement planning process, delegates tasks and projects; and resolves workload and operational issues and holds staff accountable on progress toward reaching program goals.
- Provides training to MPS Adult Education staff on programs and policies, develops staff skills, and consistently provides coaching and feedback about performance.
- Oversees academic course offerings, curriculum development including career pathways, and instructional schedule in collaboration with Adult Education staff and community agencies.
- Directs marketing efforts to increase enrollment and heighten program awareness; acts as Adult Ed champion in community.
- Builds partnerships with Minneapolis agencies with similar missions including Minneapolis Workforce Center and other organizations serving adults.
- Maintains Adult Education Community Advisory Council to advise on program/consortium goals and strategies.
- Manages Minneapolis Adult Education Consortium and provides leadership and support to members.
- Monitors operations and assures the quality of the services and work products.
- Oversees the budget; forecasts revenue and identifies staffing needs; writes, reviews and/or approves grant applications, reports, purchases and payments, according to established accounting practices, district policies and state laws.
- Represents Minneapolis Public Schools Community Education Adult Education on appropriate boards and committees.
- Continues Shared Leadership process to advance learner outcomes and maintain positive program culture.
- Researches and provides consultation on specific issues related to Adult Education; develops and presents reports on issues and solutions; coordinates with state and Federal regulatory agencies.
- Demonstrates courteous and cooperative behavior when interacting with students, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
- Maintains absolute confidentiality of work‐related issues, records and MPS information.
- Willingness to occasionally work outside normal business hours and work extended hours to accomplish requirements of the position.
- Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
- Complete other duties or tasks as assigned.
Education, Training and Experience Guidelines
Bachelor’s Degree in Education, or related field; supervisory experience AND five (5) years of professional paid work experience in adult education programs; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
- Community Education programs and processes with focus on characteristics of adult learners.
- State and Federal laws and regulatory issues governing adult basic education, including rules and regulations of the Minnesota Department of Education.
- Content standards for adult education and allowable expenditures for grants and other funding.
- Principles and practices of public sector administrative management, including finance, accounting, budgeting, purchasing, contract management, customer service and employee supervision.
- Instructional delivery models and best practices in teaching.
- Equity issues in the community and experience with equity in education.
- Techniques and practices for efficient and cost effective management of resources.
