Any Apex Office (Fargo, Bismarck, Dickinson, Minot, ND or Detroit Lakes, St. Cloud, Minnetonka, MN)

This position is a senior level position with the opportunity to maintain and develop Apex’s Municipal services for public and private clients. The individual will be responsible for managing and growing Apex’s Municipal services in the Minnesota (MN) and/or North Dakota (ND) markets. A qualified candidate will develop and execute short and long‑term revenue goals, monitor project budgets, recruit and hire key staff, and pursue new project and client opportunities.

The individual will report directly to Apex’s Municipal Sector Leader. The candidate will attend meetings in person with key municipal engineers and operations personnel and will be involved in promoting the company through industry‑specific professional organizations.

Essential Tasks and Duties
  • Manage all aspects of client relationships, discuss potential project opportunities, review RFPs and contracts.
  • Establish and maintain key strategic partnerships to effectively win work and deliver quality municipal and infrastructure design and construction services.
  • Collaborate with other sector leaders within the company regarding pursuits and staffing.
  • Follow and maintain strategic plan initiatives and goals for the MN and/or ND municipal sector and the company.
  • Mentor project engineers in contract development, project profitability and risk management.
  • Participate in business development and marketing activities related to municipal services with potential new and existing municipal clients.
  • Attend conferences and professional seminars as necessary to grow MN and/or ND municipal services.
  • Strategize marketing opportunities and overall exposure of Apex at related events.
  • Coordinate and direct project pursuit efforts for projects that can significantly impact sector revenue.
  • Participate in municipal leadership team meetings.
  • Hire and recruit strategic positions that meet growth goals.
  • Utilize effective communication skills in public meetings and professional seminars.
  • Provide the Municipal Sector Leader with financial and progress reports on MN/ND municipal operations.
  • Stay abreast of the latest civil engineering advances and recommend to the Municipal Sector Leader.
  • Follow the company employee handbook and safety policies.
  • Perform responsibilities in a conscientious, legal, and ethical manner.
  • Work independently and collaboratively within a multidisciplinary team.
  • Participate in professional organizations and community leadership programs.
  • Travel and accommodate out‑of‑town stays as required.
  • Be prepared for more than 40‑hour work weeks.
  • Other duties as assigned.
Qualifications
  • Bachelor’s degree in civil engineering, 10+ years municipal engineering experience, and a minimum of 7 years project management experience predominately in MN and/or ND.
  • Licensed engineer in MN and/or ND.
  • Experience and knowledge in municipal engineering, construction, public works/ utilities in MN and/or ND.
  • Experience with public agencies in Minnesota and/or North Dakota.
  • Experience managing business and personnel within the consulting engineering industry.
  • Involvement in professional organizations beneficial to Apex and the municipal sector.
  • Working knowledge of AutoCAD, Civil 3D or other CADD‑based civil design software is a plus.
  • Proficient in Microsoft Windows/Office products (Word, Excel, Outlook, PowerPoint).
  • Excellent written and verbal communication skills.
  • Detail‑oriented, self‑motivated with strong interpersonal and organizational skills.
  • Valid driver’s license or ability to obtain one.
Physical Requirements
  • Operate a computer under normal ergonomic office conditions.
  • Clearly articulate both verbal and written communications.
  • Lift and move objects up to 50 pounds occasionally.
  • Prolonged standing and walking may be required.
  • Work required hours in office or offsite.

  • Base Salary Pay Range: $125k - $175k (Actual base pay is dependent on several factors, including experience, education, licensure, job location, and internal equity.)
