Minnesota Housing is hiring! We’re a mission‑focused financial institution looking for a Disbursement Manager who will conduct in‑depth, high‑volume disbursement reviews, financial reconciliation and outcomes reporting for Single Family grant programs. This includes reviewing, managing and reconciling advance payment and reimbursement requests, ensuring compliance with program guides, contracts, organizational policies, Office of Grants Management (OGM) policies, and financial regulations.
The position will support the development of related procedures and collaborate with Agency Grants Management, Accounting and Single Family Compliance and Quality Control teams to ensure strong internal controls, mitigate risk, monitor award progress, process annual and closeout reports, and provide technical assistance throughout the grant timeline.
EssentialJob Duties
- Collaborate to develop and update procedures for disbursements, reconciliations, annual reporting, extensions, and other award‑management tasks; conduct continuous improvement on those processes.
- Review administrator requests for funds and supporting documentation to ensure appropriate spending and recordkeeping; collaborate with administrators, accounting staff and program staff to resolve issues; ensure all disbursements align with organizational and Single Family policies. Process requests in a timely manner.
- Track award expiration dates and monitor progress to recommend extensions or identify unutilized funds; process extensions, annual reports and closeout reports promptly.
- Participate in day‑to‑day administration of grant programs to ensure smooth implementation of funded projects.
- Assist in reviewing and selecting proposals for the Single Family Request for Proposals (RFP), evaluating applications for eligibility and funding decisions, and managing contracts for awarded proposals.
- Perform other duties as assigned.
- Two (2) years of experience in loan closing, accounting or finance, quality control reviews, compliance audit experience, or financial management with vendors.
- A Bachelor’s degree in finance, accounting, budgeting may substitute for 12 months of experience; an Associate’s degree in the listed fields may substitute for 6 months of experience.
