Position Overview

Luminate Bank is centralizing its Regulatory Change Management function within Enterprise Compliance to strengthen oversight of regulatory obligations across all business units. The Compliance Analyst – Regulatory Change Management is the operational owner of this function: tracking regulatory and GSE changes from identification through confirmed, evidenced implementation; coordinating with business unit (BU) leads on scoping, notification, and evidence collection; and supporting risk-tiered post-implementation effectiveness testing.

This role is central to Luminate Bank's readiness for FDIC and Minnesota Department of Commerce (MN-DOC) examinations, Ginnie Mae issuer oversight, and potential OCC charter conversion.

Responsibilities and Duties:

Regulatory Change Identification & Intake
  • Monitor incoming federal and state regulatory changes, agency guidance, and GSE (e.g., Ginnie Mae, Fannie Mae/Freddie Mac) bulletins via the NComply (NContracts) platform.
  • Log all identified regulatory changes in NComply, regardless of business unit applicability, to maintain a single enterprise system of record.
Scoping, Assignment & BU Notification
  • Review and scope each regulatory change for applicability; assign to the responsible business unit(s) within NComply with citation, effective date, required action summary, and evidence requirements.
  • Issue formal notifications to BU leads with defined acknowledgment deadlines; track responses and elevate non-response per established protocols.
  • Maintain a documented, examiner-ready chain of notification for every assigned change.
Implementation Tracking & Evidence Collection
  • Track BU implementation status (policy updates, training completion, system configuration, procedural changes) through to completion.
  • Review submitted evidence for adequacy and completeness; accept or return submissions with documented rationale.
Effectiveness Testing & Issues Management
  • Conduct or coordinate independent post-implementation effectiveness testing for changes designated high-risk or high-complexity under the Bank's risk-tiering framework.
  • Document testing results and support reporting to the Enterprise Compliance Committee (ECC) and Board Audit Committee as applicable.
  • Support tracking and remediation of related compliance findings and issues, including root-cause documentation and closure evidence.
Reporting & Examination Readiness:
  • Contribute to the Regulatory Change Management dashboard for ECC and Board Audit Committee reporting.
  • Support internal gap assessments against FDIC compliance management system (CMS) expectations and prepare documentation for examination response packages.
