About the Job

Positions in the class are responsible for the duties of a dispatcher in a Public Safety Answering Point (PSAP), using 911 systems, security systems, terminals, computers, and other telecommunications equipment for the University of Minnesota.

  • Function as the 911 Public Safety Answering Point for the University of Minnesota community. Receive, prioritize, and disseminate information to process emergency and non-emergency calls for service on the Twin Cities' campuses.
  • Dispatch, monitor and track police, Emergency Management, Environmental Health and Safety, and UMEMS responses. Assign appropriate emergency personnel accurately and efficiently. Coordinate all telephone and radio activity. Interpret, condense and accurately document incidents.
  • Operate numerous complex communications systems, including computer-aided dispatch (CAD), multi-line 911 telephone, multi-channel radio, video surveillance, card access, alarm systems, station controls, and emergency notification systems.
  • Maintain Criminal Justice Information System (MnJIS) certification for terminal operation in compliance with the National Crime Information Center (NCIC) standards. Receive, access and relay information obtained from CJIS/NCIC data systems and other resources, and relay to personnel in the field. Provide entry and removal of "Hot Files" data into the Minnesota and National Criminal Justice Information systems.
  • Implement incident, situational or emergency processes to include standard deployment, disasters, special events and other contingencies. Activate alert and paging systems as determined by situational guides. Implement the Emergency Communications Protocol during major incidents.
  • Evaluate situations, organize thoughts and respond quickly in emergency and stressful situations. Maintain a thorough knowledge of University campus and surrounding community geography and characteristics. Maintain a working knowledge of incident command, University operations, tactical incident dispatching, and jurisdictional agreements and updates.
  • Review, understand, and integrate policies, procedures, memos, announcements, and updates daily, as well as pertinent federal, state, and local laws, rules and regulations. Maintain standard operating procedure integrity while working under emotional conditions. Uphold public safety expectations regarding standards of service and standards of care. Perform duties without direct supervision and demonstrate sound judgment while upholding a professional image.
  • Perform basic troubleshooting on communication center equipment, as required.
  • Oversee maintenance and repairs to assure functionality of communications center equipment and elements.
  • May train, orient, and review the work of other employees.

SUPERVISION

This position is non-supervisory but may assign, direct, train or review the work of other staff.

WORK ENVIRONMENT

This position may be required to work on holidays, evenings, and weekends. The position makes critical decisions independently and carries out duties in a high stress environment.

Qualifications

Required Qualifications
  • High school diploma or GED equivalent.
  • Minimum of two year experience conducting public safety dispatching within the last three years to include experience working with advanced Computer Aided Dispatching (CAD) systems; 800 MHz trunked radio systems; and 911 telecommunication systems.
  • Perform multiple complex activities simultaneously and work with frequent interruptions. Ability to maintain composure and control under adverse conditions. Effectively listen, correctly comprehend, and respond clearly under a variety of conditions.
  • Minimum typing speed of 35 words-per-minute; perform data-entry at minimum rate of 3500 keystrokes per hour.
Desired Qualifications
  • Experience conducting video and/or electronic surveillance, alarm management and response, access administration, or related activity. Equivalent combination of related college or vocational coursework may substitute for work experience.
Pay and Benefits

Pay Range: $33.91–$43.47/hr; depending on education/qualifications/experience
