As the Legislative Policy Manager, you will provide annual policy development and management, interagency project management, and legislative coordination. Responsibilities will include:

+ Monitor the legislative process, represent MDE at the legislature, and assist with assessing the of impact of existing and proposed legislation.

+ Participate in developing, implementing, and coordinating the planning process efforts for legislative policy and budget initiatives on behalf of MDE.

+ Review and summarize legislative changes, develop presentations to explain legislative changes, and effectively respond to stakeholder and constituent questions about legislation.

Telework:

This position is eligible for hybrid telework. Employees living within 50 miles of the office location listed above will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location. Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.

** Minimum Qualifications*

* Three (3) years of experience legislative or government affairs experience in a state, tribal, federal, or local government.

A Doctorate degree may substitute for two years of experience; a Master's degree may substitute for 18 months of experience; a Bachelor's degree may substitute for one year of experience; and an Associate's degree may substitute for six months of experience.

Experience must include:

+ Knowledge, skills, and experience in tracking legislation, monitoring government hearings, and conducting research on legislative proposals.

+ Experience creating policy with a team or independently.

+

Experience with public speaking.

+ Experience working in a team environment.

+ Excellent interpersonal and communication skills both oral and written.

+ Demonstrated ability to develop and maintain internal and external relationships.

+ Organizational skills and the ability to prioritize multiple projects simultaneously.

+ Demonstrated ability to interact with various levels of employees to articulate issues concisely and effectively.

+ Demonstrated ability to maintain confidentiality and discretion.

** Preferred Qualifications*
* + Knowledge of state policies, procedures, and practices in the areas of education.

+ Knowledge of communication strategies and practices sufficient to disseminate information to a wide audience.
