Responsibilities
  • Monitor the legislative process, represent MDE at the Minnesota Legislature, and assess the impact of existing and proposed legislation.
  • Participate in developing, implementing, and coordinating planning for legislative policy and budget initiatives on behalf of the Department.
  • Review and summarize legislative changes, develop presentations to explain those changes, and respond to stakeholder and constituent questions.
Minimum Qualifications
  • Three (3) years of legislative or government‑affairs experience in state, tribal, federal, or local government.
  • Degree substitutions:
    Doctorate = 2 years, Master’s = 18 months, Bachelor’s = 1 year, Associate’s = 6 months.
  • Experience must include:
  • Tracking legislation, monitoring government hearings, and researching legislative proposals.
  • Creating policy with a team or independently.
  • Public speaking.
  • Working in a team environment.
  • Excellent oral and written communication skills.
  • Developing and maintaining internal and external relationships.
  • Organizational skills and prioritizing multiple projects.
  • Articulating issues concisely to various employee levels.
  • Maintaining confidentiality and discretion.
Preferred Qualifications
  • Knowledge of state education policies, procedures, and practices.
  • Knowledge of communication strategies to disseminate information widely.
  • Experience managing and building relationships with legislators, staff, education organizations, and other stakeholders.
  • Experience developing statewide policy proposal packages.
  • Experience supporting educational equity issues.
  • Ability to communicate complex information effectively to diverse audiences.
  • Experience building respectful, inclusive relationships with diverse groups.
  • Managing processes for developing, tracking, and seeking input on legislation.
  • Legislative advocacy experience, including hearing testimony and related materials.
  • Aligning legislative initiatives with institutional priorities.
Additional Requirements
  • Successful completion of background checks (SEMA4, employment reference, conflict of interest, driver’s license, criminal background). Background checks may be limited to state employees only.
  • Legal authorization to work in the United States; no work‑visa sponsorship.
