Telework: This position is eligible for hybrid telework. Employees within 50 miles of the office must work in the office at least 50% of the time each month. Employees outside Minnesota may work from bordering states if within 50 miles of the primary work location.
Responsibilities- Monitor the legislative process, represent MDE at the legislature, and assist with assessing the impact of existing and proposed legislation.
- Participate in developing, implementing, and coordinating the planning process for legislative policy and budget initiatives on behalf of MDE.
- Review and summarize legislative changes, develop presentations to explain legislative changes, and effectively respond to stakeholder and constituent questions about legislation.
- Three (3) years of legislative or government affairs experience in a state, tribal, federal, or local government.
- Doctorate, Master’s, Bachelor’s, or Associate’s degree equivalencies may substitute for 2 years, 18 months, 1 year, or 6 months of experience respectively.
- Knowledge, skills, and experience in tracking legislation, monitoring government hearings, and conducting research on legislative proposals.
- Experience creating policy with a team or independently.
- Experience with public speaking.
- Experience working in a team environment.
- Excellent interpersonal and communication skills, both oral and written.
- Demonstrated ability to develop and maintain internal and external relationships.
- Organizational skills and the ability to prioritize multiple projects simultaneously.
- Demonstrated ability to interact with various levels of employees to articulate issues concisely and effectively.
- Demonstrated ability to maintain confidentiality and discretion.
- Knowledge of state policies, procedures, and practices in education.
- Knowledge of communication strategies sufficient to disseminate information to a wide audience.
- Excellent human relations skills and experience managing and building relationships with legislators, staff, education organizations, state agencies, and other stakeholders.
- Experience in developing and formulating statewide policy proposal packages.
- Experience supporting issues related to educational equity.
- Ability to communicate complicated information effectively to diverse audiences.
- Experience working with diverse groups in a respectful and inclusive manner.
- Managing processes for developing, tracking, and seeking input on legislation.
- Experience in legislative advocacy and developing hearing testimony and related materials.
- Experience aligning legislative initiatives with institutional priorities.
- Successful completion of a background check (SEMA4 Records Check, Employment Reference Check, Conflict of Interest Review, Driver’s License Check, Criminal Background Check).
