Position: EMERGENCY MANAGEMENT SPECIALIST with Security Clearance
Duties (continued) major commands/field commands (MAJCOM/FLDCOM), Numbered Air Force (NAF), federal, state, local, and host nation plans in the mission area(s) of prevention, protection, mitigation, response, and recovery. Duties:
* Develops, coordinates, obtains approval, and publishes plans and procedures for implementation of installation policies and instructions relating to EM and CBRN Defense.
* Conducts installation EM assessment and interprets and analyzes assessment results.
* Coordinates and conducts initial and recurring training for functional areas of EM.
* Serves as Emergency Support Function-5 (ESF-5), EM representative in the EOC and CBRN Control Center Requirements Conditions of employment
* Must complete initial online questionnaire and additional assessment(s)
* U.S. Citizenship is required
* Males must be registered for Selective Service, see (Use the "Apply for this Job" box below).
* Must be able to obtain and maintain a Secret Security Clearance

* Must have successfully completed or be able to complete within one (1) year of appointment to position, the Air Force Emergency Management Apprentice Course at Fort Leonard Wood, MO
* Completion of the National Planners Course is highly desirable
* Air Force Certified Associate Emergency Manager (AFCAEM) certification is highly desirable

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
* Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
* Must possess or obtain (and maintain), within six (6) months of appointment to position, hazardous materials level training certifications through International Fire Service Accreditation Congress (IFSAC)
* or Pro Board Fire Service Professional Qualifications System Awareness, Operations, and Technician to perform containment, control, detection, and identification. Proficiency in these requirements is essential to maintaining this position.
* May be required to be certified on and wear emergency protective and safety equipment IAW DoD guidance.
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
* May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management positions. EXPERIENCE:

Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of emergency response principles, practices, procedures and regulations applicable to health, safety, security directives, and environmental requirements on a military installation and the relationship of these responsibilities to local civil emergency management programs;
Develop, coordinate, obtain, approve and publish CBRN defense and response procedures for natural, man-made, and technological disasters. OR

EDUCATION:

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS- 11. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:
