Position Summary The IRTS Treatment Director provides clinical leadership, quality assurance, and compliance oversight for the IRTS program, with responsibility for ensuring that services are clinically appropriate, medically necessary, well documented, and consistent with licensing, certification, and organizational requirements. This position oversees the quality of clinical documentation and programming for IRTS clients, provides consultation and clinical judgment regarding client services, and supports the ongoing development and effectiveness of treatment practices within the program.

The IRTS Treatment Director also provides mental health-related training for Tasks Unlimited staff and licensing supervision for clinical trainees, interns, and other designated staff as needed. The person in this position regularly works within established deadlines and is expected to exercise independent professional judgment in matters related to client care, program compliance, clinical supervision, and service quality. This role requires ongoing collaboration with IRTS and other mental health program staff, administrative staff, and external partners, including DHS, county agencies, referral sources, and state regulatory bodies.

This position is generally scheduled onsite at the licensed IRTS facility during standard daytime business hours, Monday thru Friday, with some flexibility in scheduling as operational and agency needs permit.

Essential Job Functions

Provide clinical supervision to IRTS and other staff (30%)

• Provide and document required clinical supervision to IRTS program staff by:
  • Reviews the needs of the clients
  • Reviews the needs and effectiveness of the program
  • Reviews needs and issues related to staff training
• In consultation with the Program Director, develop, review, and revise as needed a written clinical supervision plan
• Provide urgent consultation to IRTS and other staff as indicated by client need, and is available on-call to respond to clinical emergencies
• Ensure service quality provided to clients and that services provided are medically necessary and appropriate to client’s needs
• Supervise clinical program and activities to ensure compliance with licensure, policies, and develops and recommends changes as appropriate
• Attend client treatment planning, treatment plan review, and discharge conferences as needed

Review clients’ Functional Assessments, Individual Treatment Plans, and assessments (15%)

• Review clients’ admission information and history
• Meet with clients and perform a diagnostic assessment, as needed
• In conjunction with other supervisory staff, ensure that required treatment documentation is completed to quality standards

• Write, review and/or approve the following documents as needed:
  • Initial and review and/or updates of Individual Treatment Plan, Individual Abuse Prevention Plan
  • 24-Hour Needs Assessments
  • Initial and review/updates of Functional Assessments
  • Write, review, update needed assessments
  • Initial and review/updates of Individual Treatment Plans
  • Progress notes
  • Discharge Summaries
  • Review substance-use disorder screenings and assessments

Provide oversight of licensing, regulatory compliance, and quality assurance activities (15%)

• Ensure that all Minnesota statutes and licensing are up to date in consultation with the Director of Compliance
• Provide quality assurance for billing and complete IRTS licensing reviews and recertification and compliance process
