IT Project Manager, IT Consultant, IT Business Analyst
Position Description
The mission is to oversee the contractual and administrative operations within the IT department. This position ensures the effective planning, procurement, and management of IT-related contracts, budgets, and resources to support the city’s technology initiatives. The role exists to provide strategic financial oversight, maintain compliance with government regulations, and optimize administrative processes to enhance operational efficiency and fiscal responsibility within the IT division.

This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas.
Job Duties And Responsibilities- Supervision – Manage staff within the Vendor Management & Contract Services division of the IT department.
- Procurement Oversight of Technology – Coordinate the acquisition of IT goods and services, ensuring compliance with procurement policies, state and federal regulations.
- Contract Administration – Negotiate, draft, and manage IT‑related contracts, including vendor agreements, service‑level agreements (SLAs), and procurement processes within the IT department.
- Administrative Leadership – Oversee administrative functions related to IT operations, including documentation, workflow optimization, and process improvements.
- Vendor and Supplier Management – Establish and maintain relationships with IT vendors, ensuring quality service delivery and cost‑effectiveness.
- Risk Management – Identify and mitigate financial and contractual risks associated with IT’s vendor agreements.
- Staff Training and Guidance – Provide training and guidance to IT staff regarding budget and procurement policies, contract management, and procurement procedures for technology purchases.
- Collaboration with Other Departments – Work with finance, legal and procurement teams to streamline IT processes and resolve issues related with technology contracts.
- Audit Preparation and Response – Assist in internal and external audits, ensuring transparency and accuracy in financial and contractual records.
- Financial Analysis – Monitor expenditures on contracts and provide data‑driven insights to support decision‑making.
- Process Improvement Initiatives – Identify opportunities to enhance administrative efficiency through best practices in contract management.

Required QualificationsMinimum Education: Bachelor’s degree in Information Technology, Computer Science, Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Procurement, Legal, or related field.
Minimum Experience: Three years of senior level management or five years of progressive experience.
Equivalency: An equivalent combination of education and highly related experience in a similar environment may be considered.
