Transformational Programs PMO Governance Lead (Program Manager II)
The Transformational Programs PMO Governance Lead is responsible for overseeing governance execution and engagement across a multi-year portfolio of enterprise transformation initiatives. This role ensures integrated planning, stage gate readiness, portfolio-level visibility into risks, issues, and decisions, and consistent application of TPMO governance standards.
The Governance Lead partners closely with program PMOs, Finance, business leadership, and IT stakeholders to deliver governance insights, enable timely decision-making, and ensure programs remain aligned with enterprise strategy, delivery expectations, and capital performance objectives.
This position supports capital technology projects across operational business units including Distribution, Transmission, Gas, Energy Supply, Nuclear, and Commercial Operations.
Key Responsibilities Governance & Portfolio Oversight- Lead governance execution across a portfolio of transformational programs and capital technology initiatives.
- Coordinate governance forums including portfolio reviews, stage gate reviews, and executive leadership checkpoints.
- Ensure governance materials, decision artifacts, and required inputs are accurate, complete, and delivered on schedule.
- Maintain governance artifacts including integrated plans, RAID logs, stage gate criteria, and reporting documentation aligned with TPMO standards.
- Track governance actions, decisions, and commitments through resolution and closure.
- Partner with program PMO leads to identify and resolve cross-program dependencies, sequencing risks, and schedule conflicts.
- Support multiple delivery teams to ensure projects remain on schedule, within budget, and aligned to approved scope.
- Align deliverables across projects, work streams, and business priorities.
- Define and implement governance controls that support program delivery expectations.
- Compile, validate, and synthesize weekly portfolio status reporting.
- Provide leadership with clear, actionable insights into portfolio performance, risks, and opportunities.
- Monitor program financial performance and support budget tracking against approved capital plans.
- Assist teams in identifying, escalating, and mitigating project risks and issues.
- Facilitate governance activities and communications with senior leadership and cross-functional stakeholders.
- Provide guidance and direction to governance analysts supporting daily governance operations.
- Promote adherence to governance standards and best practices across programs.
- Influence stakeholders and drive alignment across multiple business and technology teams.
- 7–10+ years of experience in PMO, program management, or governance roles supporting large, complex initiatives.
- Minimum 10 years of experience managing large-scale projects, including budgets of $10M or greater.
- Demonstrated experience leading enterprise software implementation programs.
- Experience managing multiple work streams including requirements, design, development/configuration, testing, deployment, and stabilization.
- Strong experience managing cross-program dependencies and large stakeholder groups.
- Experience with vendor management including RFP development, SOW creation, and vendor performance oversight.
- Strong knowledge of project financials, budgeting, resource planning, and accrual-based accounting.
- Experience supporting projects impacting large user populations (200+ users).
- Proficiency with project and portfolio management tools such as MS Project, Planview, Smartsheet, Microsoft Teams, and SharePoint.
- Experience supporting stage gate governance processes and portfolio oversight frameworks.
- Knowledge of Agile and Waterfall delivery methodologies.
- Experience supporting enterprise transformation or large-scale business modernization initiatives.
- Utility industry experience strongly preferred.
- Experience with benefits realization tracking, metrics development, or performance management frameworks.
- Strong facilitation and executive stakeholder engagement skills.
- Exceptional written and verbal communication skills.
- Ability to synthesize complex information into clear business insights.
- Strong analytical, organizational, and problem-solving capabilities.
- Professional judgment and ability to operate effectively in ambiguous or fast-paced environments.
- Ability to influence without direct authority.
This role operates in a fast-paced, highly collaborative environment that balances structured governance with adaptability. The Governance Lead works closely with TPMO peers, program leadership, Finance, and business and IT stakeholders to support enterprise program success.
Pay Rate Range66.92 - 89.23 USD hourly
