Position Summary

The Community Outreach Manager provides leadership and operational oversight for Tasks Unlimited’s community outreach programs, including the Northeast Outreach and Opportunity Center (NOOC), Projects for Assistance in Transition from Homelessness (PATH), and the Resource Center. These programs support adults experiencing homelessness, housing instability, serious mental illness, and other barriers to community stability by connecting them with mental health, employment, housing, service navigation, and resource coordination supports.

This position is responsible for program development, day-to-day center operations, staff supervision, contract and grant compliance, community partnerships, crisis response, participant assessment, service planning, referrals, and outreach. The Community Outreach Manager ensures services are delivered in a trauma-responsive, person-centered, and culturally responsive manner that supports participants in living and working successfully in the community.

This position is generally scheduled during standard daytime business hours, onsite at two different locations in Minneapolis with flexibility as operational and agency needs permit.

Essential Job Functions Program direction and operations oversight (50%)
  • Provide oversight and direction for the service delivery provided to program participants
  • Oversee recruitment and admission process for all designated programs
  • Develop and provide operation oversight for all designated programs including program design, timelines, and partnerships
  • Manage all contract requirements including knowledge of documentation and eligibility requirements
  • Review and ensure all reporting and invoices are submitted to accounting in a timely matter
  • Direct and maintain balanced budgets for designated programs
  • Liaise with outside partner entities including DHS, Hennepin County, and other community agencies to develop and maintain program contracts and grants
Designated supervisory functions (35%)
  • Supervise and review the work performance of:
    • NOOC/PATH staff
    • Peer Specialists
    • Resource Center Coordinators
  • Direct staff performance using a variety of techniques including, but not limited, to:
    • Regularly scheduled one-to-one supervisory check-ins;
    • Frequent informal/unstructured observation, with feedback loop;
    • Hands-on demonstration of desired skills, role playing of situations, etc.;
    • Written directives;
  • The requirement of various reports, written by the supervisee, and reviewed and approved by Manager;
  • Annual employee performance reviews.
  • Develop and maintain personal expertise and skill (excluding licensed or certified activities) to perform all functions of the job in the event of staff turnover.
  • Coordinate orientation and training of new staff.
Conduct outreach activities and develop partnerships (15%)
  • Establish partnerships with area businesses and community organizations
  • Participate in policy forming committees with the state
  • Participate in grant writing process for designated programs
