Foreman Water Distribution System

Position Description

This position is restricted to current City of Minneapolis employees

In this position you will be responsible for supervising a crew of employees engaged in the maintenance and repair activities of the water distribution system.

Work Location: This position currently works on-site only.

Availability: This position involves scheduled on-call rotations, response to after-hours emergencies, and overtime.

• Plan, organize, and supervise the operations, maintenance, repair and replacement of broken hydrants, water mains valves, and commercial/residential meters in the City's water distribution system.
• Instruct, train, and monitor subordinates in the performance of their duties and in the proper use of equipment and tools.
• Recommend additional training or discipline for subordinates when appropriate.
• Evaluate work site and develop operational plans using historical records, maps, and software tools such as ArcGIS online, Field maps, Smartsheet and Maximo.
• Work with the Coordinator Plans and Scheduling to arrange for crews, equipment, tools needed for projects.
• Work with the Stores for materials management.
• Arrange for Gopher State One locates, obstruction permits, and traffic control for work site.
• Coordinate and oversee:
• Customer notification for water service disruptions when water mains and meters need to be taken out of service to perform work.
• The installation of temporary supply lines or by-pass valves where necessary.
• Hydrant and valve operation and maintenance actives and initiatives.
• The shut down and filling of water mains and service lines.
• Testing of all control valves to be isolated or inspected for maintenance, pressure or flow.
• Coordinate with home owners and property managers to reduce impact to businesses for meter installation, testing, repair, or replacement.

Respond to water emergencies. Supervise water main shut downs for leak repairs and assign personnel for the repair. Perform incident command in pinpointing, excavating, repairing, and back-filling water system leaks while

• adhering to Gopher State One Call procedures, traffic control setup, OSHA Standards, and all other applicable rules and guidelines.
• Maintain accurate records of time and material costs and prepare reports on activities supervised. Accurately redline records after completion of work so that permanent updates can be made to water system records. Record keeping includes the use of software such as Smartsheet and Field Maps.
• Communicate with the public about water-main work, both planned, and emergency.
• Coordinate with other city departments and entities.
• Communicate with contractors and project managers about City's role or concerns on projects and, to coordinate work activities.
• Participate in personnel management of staff including performance management and review, and discipline. Perform coaching sessions and keep documentation on subordinates.

Working Conditions: Exposure to outdoor elements, gases, fumes and chemicals. Work outside in all types of weather. Use ladders to get in and out of excavations and underground chambers.

Minimum Qualifications: High School Diploma or equivalent

Minimum Experience: Three years of water distribution system experience.

Licenses/Certifications:

• Valid Driver's License.
• State of Minnesota, Water Supply System Operator License Class C or higher
