SUMMARY:

The Housing Intake and Compliance Specialist serves as the primary point of contact for housing referrals, eligibility determination, intake coordination, and compliance review for RS EDEN Supportive Housing programs. This position facilitates participant access to housing by ensuring service eligibility, property eligibility, and funding requirements are met in accordance with agency, program, and regulatory standards.

The Housing Intake and Compliance Specialist works closely with Coordinated Entry, referral partners, property management staff, and internal program teams to maintain efficient and compliant intake processes, manage waitlists and referrals, coordinate applicant screenings, and support housing placement efforts. The position plays a critical role in ensuring housing vacancies are filled accurately, efficiently, and in compliance with program requirements.

Day-to-day success in this mobile role is driven by strong attention to detail, organization, communication, problem-solving skills, and the ability to manage multiple priorities while moving between housing locations and community-based settings. The Housing Intake and Compliance Specialist must be able to balance participant-centered engagement with accurate documentation, regulatory compliance, and timely completion of eligibility processes. The position requires professionalism, flexibility, sound judgment, cultural responsiveness, and the ability to develop and maintain positive working relationships with internal and external stakeholders.

Pay ranges from $23-$26/hour

RESPONSIBILITIES

  • Housing Intake, Eligibility, and Compliance
    • Provide accurate verbal and written information regarding intake procedures, program and property eligibility criteria, housing vacancies, referral processes, and required documentation.
    • Work closely with Coordinated Entry and other referral partners to communicate current vacancies, referral needs, prioritization standards, program requirements, and eligibility criteria.
    • Guide referring providers, applicants, participants, coworkers, and community members to the appropriate intake, assessment, eligibility, or housing process.
    • Oversee referral pathways, applicant tracking, waitlist management, and timely outreach to applicants and referral sources in accordance with agency, funding, and regulatory requirements.
    • Verify homelessness, disability, income, household composition, and other required documentation to determine service eligibility, property eligibility, and program compliance.
    • Coordinate eligibility interviews, screenings, and documentation collection with applicants, property managers, service providers, and referral partners.
    • Collaborate with property management partners to verify unit availability, applicant eligibility, and property-specific admission requirements.
    • Conduct preliminary compliance reviews of applicant files to ensure required documentation is complete, accurate, and aligned with program standards.
    • Monitor referral and intake timelines to ensure vacancies are filled efficiently and in accordance with program expectations and contractual requirements.
    • Utilize HMIS and other agency databases to process referrals, track applicant status, document eligibility determinations, and maintain accurate records.
    • Support agency compliance initiatives by ensuring intake documentation, participant files, eligibility determinations, and referral processes meet federal, state, county, funder, and agency standards.
    • Attend Coordinated Entry meetings, housing provider meetings, compliance meetings, and trainings to remain current on policies, procedures, and regulatory requirements.
  • Relationship Building and Community Partnerships
    • Cultivate positive working relationships with Coordinated Entry teams, homeless shelters, outreach workers, treatment providers, veterans' services, housing providers, court systems, healthcare providers, and other referral partners.
    • Develop and maintain a working knowledge of available community resources, housing opportunities, and referral pathways.
    • Build and sustain positive partnerships with internal and external stakeholders, including participants, providers, business partners, donors, and community members.
    • Field general inquiries regarding RS EDEN Supportive Housing programs and refer inquiries to the appropriate staff when necessary.
  • Documentation and Administrative Responsibilities
    • Maintain accurate and timely records in HMIS and other agency databases.
