Technical Lead

CVS Health is looking for a Technical Lead, who will be advising a team developing critical applications for our Cognitive Artificial Intelligence (AI) portfolio of products including voice and chat bots. More specifically, the Technical Lead will be a vital contributor in designing and developing new applications and enhancing existing applications. The role of the Technical Lead may involve taking ownership of complex and crucial project tasks and guide teams of developers towards successful implementation.

Key Responsibilities:

• Design, code and lead others in the development of cost-effective applications and solutions
• Understands product requirements in Agile Features and assists the delivery teams with writing and breaking down Agile Stories and Tasks
• Acts as lead technical contributor of business requirements to technical specifications
• Oversees daily operations of multiple delivery teams which consists of onshore and offshore team members, and verifies all team members adhere to best-practices, including code reviews, unit testing, data handling (transmission and storage), identify process automation opportunities, etc.
• Identify scope for testing, including performance, security and accessibility testing
• With limited direction, supports the implementation of systems into production
• Identify and escalate issues blocking delivery
• Responsible for Code Asset Management for an application or set of applications. Supports and promotes the reuse of assets across the organization and identify enterprise-approved libraries and tools to accelerate development
• Will lead or act as a subject matter expert for the assigned project
• Ability to lead and support others to develop NodeJS and Java services applications, and share understanding of API interfaces within multiple technical environments and disciplines, that have system wide impact and that integrate across the organization

Required Qualifications:

• Bachelor’s Degree in Computer Science or 1 years of additional experience for every year of college not attained, in addition to required years of experience.
• 5+ years of experience deploying applications to the cloud, integrated with cloud technologies (Azure, IBM, GCP)
• 5+ years of Node.
  
  JS and/ or Java software development experience
• 2+ years of experience leading development teams through CI/CD and Dev Sec Ops
• Experience building conversational AI chatbots from scratch using AI, ML and NLP technologies and development patterns
• Experience with Jenkins, Octopus, Git Hub
• Experience with Splunk
• Familiarity with Postman & Swagger
• Experience with Integrations and APIs
• Understanding of data security practices, specific to HIPAA privacy and data protection requirements
• Knowledge of SAFE Agile methodology, working in a high-performance Agile environment
• Excellent written and verbal communication skills
• Excellent problem solving and analytical skills
• Excellent leadership skills

Preferred Qualifications:

• Knowledge of IBM Watson and other chatbot development platforms
• Understanding of PCI data governance requirements and technical practices
• Familiar with Angular/React/JavaScript/ CSS/ HTML, Python
