Position/Project Overview:Project Solutions Inc. is seeking a Construction Management Representative to rehabilitate approximately 10 miles of the Rainy Lake and Ash River roads at Voyageurs National Park, including roadway pavement improvements, parking lots, pullouts, and accessibility-related upgrades
This role is contingent upon award of project.
Responsibilities and Duties:- Provide on-site construction management and quality assurance support, ensuring the construction contractor’s Quality Control Plan is in place and functioning properly while observing daily construction activities
- Review contract plans, specifications, and requirements; monitor construction work for compliance with contract documents, codes, and approved procedures
- Conduct daily inspections, document construction progress, maintain deficiency/punch lists, and prepare written daily inspection reports
- Monitor site safety, verify compliance with the Contractor’s Safety Plan and OSHA requirements, and immediately report and document unsafe conditions or incidents
- Review, track, and provide recommendations on submittals, Requests for Information (RFIs), construction correspondence, and contractor requests for additional cost or time
- Prepare and distribute weekly progress meeting agendas, meeting minutes, and project status reports, while coordinating communication among the contractor, National Park Service staff, and project stakeholders
- Maintain project documentation, including construction photographs, correspondence logs, daily reports, weekly reports, and quality assurance records
- Review certified payrolls, conduct labor interviews as required, verify progress payment requests, and assist with cost estimates, contract modifications, and negotiation support
- Support project closeout activities by verifying completion of closeout requirements, warranties, as-built documents, punch list items, and final project documentation
Education/Certification:
- OSHA 30-Hour Construction Safety Training (required)
Experience:
- Minimum five (5) years of Construction Management experience; additional years of relevant experience will be evaluated more favorably
- Experience reading, interpreting, understanding, documenting, and confirming compliance with construction contracts, plans, and specifications
- Experience with heavy civil construction projects, including roadway pavement construction, pavement preservation, milling and overlays, full-depth patching, and pavement rehabilitation
- Knowledge and experience with asphalt paving operations, asphalt and sub-base compaction, maintenance of traffic operations, and accessibility-related construction
- Experience reviewing construction schedules, monitoring project progress, evaluating payment requests, and documenting project performance
- Experience preparing and managing construction documentation, including submittals, RFIs, field observation reports, meeting agendas/minutes, draft modifications, and independent government estimates
- Experience performing construction inspections, quality assurance activities, deficiency tracking, project reporting, and photographic documentation throughout the construction lifecycle
- Experience using project management, scheduling, and construction management software to support communications, document control, submittal reviews, RFI tracking, project scheduling, and reporting
Skills:
- Strong ability to read, interpret, understand, observe, document, and verify compliance with construction contracts, plans, specifications, and project requirements
- Thorough knowledge of heavy civil construction practices, including roadway pavement construction, pavement preservation, milling and overlay operations, full-depth patching, and pavement rehabilitation
- Understanding of asphalt paving, sub-base compaction, maintenance of traffic operations, and accessibility-related construction requirements
- Ability to analyze construction cost estimates, evaluate labor, equipment, materials, overhead, and profit components, and support scope change documentation and negotiations
- Strong skills in construction documentation and technical writing, including preparation of reports, meeting minutes, draft modifications, RFIs, submittals, and field observation reports
- Ability to review and interpret project schedules, monitor construction progress, evaluate payment requests, and document project performance
- Knowledge of construction safety practices, OSHA requirements, applicable building codes, inspections, and quality assurance processes
