Engineering Project Coordinator
Pay: $45.68 - $59.23 per hour, DOQ Full-Time, Non-Exempt, Benefit Eligible
The City of Eagan is seeking an experienced Engineering Project Coordinator to lead the delivery of complex public infrastructure and private development projects from concept through construction and final closeout. This is a highly visible role for a seasoned civil engineering professional who enjoys balancing technical problem-solving, project coordination, construction oversight, and community service. You'll work alongside contractors, consultants, developers, utilities, regulatory agencies, City staff, property owners, and the public to deliver projects safely, efficiently, and in accordance with approved scope, schedule, budget, and applicable standards.
As a technical resource within the Engineering Division, you'll have the opportunity to exercise independent judgment, guide project teams, resolve challenging construction issues, and help shape how the City plans, builds, maintains, and documents its infrastructure.

Project Development, Design & Plan Review:
- Leads and coordinates preparation and review of feasibility reports, project scopes, alternatives, cost estimates, schedules, plans, specifications, special provisions, and record plans for complex public infrastructure projects.
- Prepares and provides advanced design assistance for streets, sanitary sewer, storm sewer and drainage systems, stormwater ponds, watermain, parking lots, sidewalks, trails, and related public improvements using computer aided design (CAD) software and accepted engineering practices.
- Reviews consultant-prepared and in-house construction plans, specifications, quantities, estimates, and record plans for completeness, constructability, consistency, and compliance with City standards and project requirements.
- Coordinates multidisciplinary reviews of private development, redevelopment, commercial building permit, and outside-agency plans and specifications for compliance with City codes, standards, permits, and development agreements.
- Evaluates alternative construction materials, methods, phasing, and design solutions and recommends approaches based on cost, performance, constructability, maintenance, and applicable standards.
- Identifies right-of-way, easement, permitting, utility, environmental, and agency coordination needs during project development and works with appropriate parties to address them.
- Performs and reviews engineering calculations, quantities, cost estimates, legal descriptions, easement exhibits, and other technical documents within the scope of the position.
Construction & Contract Management:
- Coordinates construction and contract administration from preconstruction through final acceptance and closeout, ensuring work remains within approved scope, schedule, budget, plans, specifications, contracts, regulations, laws, and ordinances.
- Conducts preconstruction, progress, coordination, and closeout meetings; establishes expectations; documents decisions; assigns follow-up actions; and communicates project status and risks.
- Directs, coordinates, and monitors inspection, surveying, materials testing, and consultant field services for City and development-related projects.
- Interprets plans and contract requirements, evaluates field conditions, resolves construction issues within delegated authority, and elevates significant technical, financial, legal, or policy matters to the Assistant City Engineer or City Engineer.
- Reviews contractor schedules, shop drawings, submittals, requests for information, testing reports, and other construction documentation and coordinates timely responses.
- Measures, verifies, and documents construction quantities; reviews and recommends contractor pay estimates, consultant invoices, payment vouchers, final quantities, and project closeout documentation.
- Identifies and manages changes in scope, quantities, schedule, and budget; negotiates, prepares, and reviews change orders and supporting documentation and makes recommendations for approval.
