Position Summary

The MnMTSS Coordinator will provide district-wide leadership to design, implement, and stabilize a sustainable, evidence-based MnMTSS framework. This framework aims to equitably support the academic, social‑emotional, and behavioral development of every student in Proctor Public Schools. This is a peer‑facing leadership and coaching role focused on building systemic infrastructure, optimizing district data practices, and strengthening the capacity of our Professional Learning Communities (PLCs).

Essential Duties and Responsibilities
  • Facilitate leadership team participation in MnMTSS training and professional learning opportunities.
  • Attend and support district and school leadership team meetings.
  • Participate in MnMTSS Coordinators’ Community of Practice sessions.
  • Schedule and maintain regular communication with Regional MnMTSS Lead.
  • Coach principals and school leadership teams to support continuous improvement aligned to district and school action plans informed by self‑assessment (SEMI) tools and system data.
  • Lead the development of district MnMTSS guidance materials, including a comprehensive handbook.
  • Support onboarding and ongoing development of district and school team members in understanding and implementing the MnMTSS framework.
  • Collaborate with district and school leaders to ensure professional development and coaching are aligned to staff roles and responsibilities.
  • Partner with leadership teams to address implementation challenges and support problem‑solving.
  • Monitor and support data review processes and data‑based decision‑making practices across teams.
  • Ensure compliance with grant requirements through coordination with district and school stakeholders.
  • Collaborate with district leadership to develop and implement a sustainability plan beyond the grant period.
  • Help teams utilize disaggregated data objectively to assess the health of core instruction (Tier 1) and determine the efficacy of targeted interventions (Tiers 2 and 3), with an explicit focus on closing achievement gaps.
  • Design and deliver targeted, district‑wide professional development regarding the core components of MnMTSS.
  • Partner with the district business office to ensure all expenditures and action items align strictly with the approved grant narrative.
  • Maintain meticulous documentation, session logs, and evaluation reports as required by state reporting guidelines.
Job Qualifications

Required License and

Education:

  • Licensure: Valid Minnesota Teaching License issued by the Professional Educator Licensing and Standards Board (PELSB).
  • Education: Bachelor’s Degree in Education, Special Education, School Psychology, or a closely related field.

Preferred Qualifications:

  • Master’s Degree in Educational Leadership, Curriculum and Instruction, or a related field.
  • Minimum of 5 years of successful classroom teaching experience with demonstrated leadership roles (e.g., PLC Lead, Instructional Coach, Committee Chair).
  • Experience leading large‑scale school improvement initiatives or systemic framework redesigns.

Essential Skills and Knowledge:

  • Deep conceptual understanding of multi‑tiered frameworks spanning academic, social‑emotional, and behavioral domains (RTI, PBIS, MnMTSS).
  • High data literacy—specifically the ability to disaggregate and analyze student metrics (Fast Bridge, MCA/MTAS, behavioral/attendance data) to drive equity‑centered adjustments.
  • Strong relational leadership capacity; an ability to influence, coach, and build consensus among adult learners without holding direct administrative authority.
Working Conditions & Contractual Terms
  • Salary/Benefits: Placed on the current Proctor Public Schools Teacher Master Contract schedule, commensurate with education level and recognized years of experience.
  • TOSA Status: Internal candidates will maintain their seniority status on the teacher master schedule.
  • Duration: This position is bounded by the 2‑year state fiscal grant cycle. Continuation into additional years is subject to the availability of subsequent funding provisions and annual district performance evaluations.
  • The MnMTSS Coordinator will serve in a variety of school environments, supporting administrators, teachers and staff in classrooms and throughout the school day. The role requires flexibility, collaboration, and a commitment to fostering safe, respectful, and innovative learning spaces. Travel to regional meetings and conferences will also be required.
