Job Description

  • Manages the entire project lifecycle from project definition through implementation.
  • Accountable for meeting agreed upon scope, cost, schedule and quality measures.
  • Develops project plan and drives project milestones.
  • Establishes effective communication plan with project team and key stakeholders.
  • Provides day-to-day direction to project resources and ensures the project teams are provided the resources and support that enable the teams to reach their defined objectives.
  • Ensures effective change management occurs throughout the course of the project.
  • Responsible for preparation of documentation and status reports.
  • The Civil Construction Supervisor serves as the Owner's on-site civil lead responsible for oversight, verification, and coordination of all civil and underground utility construction activities associated with a combustion turbine project.
  • This role ensures work is executed in accordance with Issued for Construction drawings, specifications, and applicable codes, while maintaining alignment with quality, safety, schedule, and turnover requirements.
  • The Supervisor does not direct contractor means and methods but verifies compliance, witnesses inspections, and escalates risks.
  • Verifies contractor work complies with drawings, specifications, and codes.
  • Enforces inspection and test plan (ITP) requirements and hold points.
  • Documents and completes owners inspections through the defined inspection program.
  • Escalates non-conformances, risks, and quality deficiencies.
  • Provides oversight of mass concrete foundations, rebar, anchor bolts, and embedded items.
  • Oversees underground utilities including electrical duct banks, piping, and gas lines.
  • Coordinates and verifies concrete and soils testing performed by third parties.
  • Serves as interface between owner, contractors, engineering, and QA/QC.
  • Ensures safety compliance and environmental controls such as SWPPP.
  • Maintains inspection documentation and supports turnover readiness.
  • Concrete and Mass Concrete Oversight
  • Plan review, implementation verification, quality of formwork, readiness of testing and ITP requirements, and overall setup.
  • Verifies excavation, subgrade preparation, and bearing conditions.
  • Confirms rebar placement, anchor bolt alignment, and embedded installation.
  • Witnesses pre-pour inspections and concrete placement activities.
  • Ensures proper curing methods and protection measures.
  • Underground Utilities Oversight
  • Monitors trenching, bedding, and backfill operations.
  • Verifies utility routing and separation distances.
  • Confirms testing of piping and gas systems.
  • Ensures accurate as‑built documentation.
  • Verifies concrete test results meet specifications.
  • Escalates failed tests and ensures corrective actions.
  • Tracks soil compaction and laboratory results.

Qualifications
  • 7+ years of experience in heavy civil or industrial construction.
  • Experience with mass concrete and underground utilities.
  • Ability to interpret drawings, specifications, and geotechnical reports.
  • Strong knowledge of QA/QC processes and construction sequencing.
  • Role requires excellent oral and written communications, interpersonal, negotiation, project planning, judgment, leadership, decision‑making, analysis and problem‑solving skills.
  • Knowledge of construction project best practices.
