The primary objective of the Accounting Manager is to oversee the day-to-day operations of the City's Finance Division to assure delivery of accurate and timely financial information. This position serves as the primary manager of the City's ERP; provides key support to the duties of the CFO/Controller, manages the City's Risk Management Fund, provides technical reviews and analyses, supports completion of the annual audit and Annual Comprehensive Financial Report and other financial reporting functions.
Essential Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Maintain City financial records and accounts in accordance with Generally Accepted Accounting Principles (GAAP) and the Governmental Accounting Standards Board (GASB).
Responsible for the management, maintenance, and on-going implementation of the City's ERP within the Finance Division and for the organization. Develops and supports continual training within the whole organization.
Assist the Assistant CFO/Budget Manger with back-up or in an acting function in the absence of the CFO/Controller as assigned.
Supports preparation of year-end audit, development of the Annual Comprehensive Financial Report and assists with compliance with all audit reporting requirements.
Manages the Risk Management Fund including annual insurance renewals, working with the city's insurance agent on claims submittals and questions, and all budget and financial management of the Fund.
Supports and provides supervision of general accounting operations and activities of the Finance Division, including but not limited to:
* Direct Accounting, Accounts Payable and Payroll staff for timely and accurate financial reporting
* Design and prepare special reports
* Approve payment/purchase of various expenditures
* Review and approve all employee disbursements
* Lead implementation of new accounting standards
* Work with staff to help identify continuing education and training opportunities
* Work with staff on documentation of processes for back-up training and division resiliency
Manages the city Special Assessments functions and oversight of staff assigned, including:
* Bi-Annual assessment of development activity to property owners
* Reconcile consulting engineers assessment rolls with property information
* Reconcile project final cost with assessments and additional funding sources
* Prepare schedule of assessment receivables for use In the annual financial report and, at the same time, reconcile assessments to County figures
* Balance and reconcile City special assessments to city/county records
Assist with the development and revision of financial policies.
Represent the city as necessary at county, metropolitan and statewide meetings relative to financial matters in which the city could have an interest.
Attends meetings as assigned for the Audit & Investment Commission and City Council.

Conduct other duties as assigned including preparation of special reports, analytical studies, and financial planning.

Qualifications
MINIMUM QUALIFICATIONS:
Four-year accounting degree.
Four (4) years progressively responsible experience in a municipal, county or state finance position.
Two (2) years of supervisory experience.
Proficiency in using Microsoft Excel and Word.
