Description

The Department of Transportation Project Delivery is seeking a motivated and detail-oriented Planning Analyst to join our Transportation Planning team. In this role, you will support a wide range of planning activities that shape the future of our county’s transportation system. The Planning Analyst will contribute to Hennepin County Regional Railroad Authority (HCRRA) property management and agreement administration, as well as research, data analysis, project coordination, and the development of transportation plans and studies that improve mobility, safety, and accessibility for all residents.
Location and hours:
This position is hybrid and will be performed both on-site at the Public Works Facility located at 1600 Prairie Drive, Medina, MN 55340 or 625 South 4th Avenue, Minneapolis, MN 55415, and remote as job duties require. The typical work hours will be 8 a.m. to 5 p.m., Monday through Friday. There is no public transportation to the Public Works facility.

While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

  • Assist in Hennepin County Regional Railroad Authority property management and agreement administration related to property owned by the Hennepin County Regional Railroad Authority.
  • Coordinate and collaborate with internal groups, external agencies, and the public.
  • Monitor, track, and resolve encroachments.
  • Prepare and monitor leases and permits, including expirations, escalations, and restoration requirements.
  • Review requests for new agreements, including construction or landscape plan review.
  • Inspect property for maintenance issues and encampments and track using GIS data collection technology.
  • Support long-range plan updates such as the transportation plan and modal plans.
  • Support initiatives and data tracking as part of the Toward Zero Deaths implementation plan.
  • Research and recommend policies and procedures related to Transportation Planning and HCRRA efforts.
  • Perform administrative duties including mailing, scanning, filing, and invoice processing.

Need to have: One of the following:

    • Bachelor's degree in business administration, public administration, research methods, statistics, behavioral/social science, public health, computer science/MIS, management science, or urban/city planning.
  • OR
    • Related education and/or experience to total four years.

Nice to have:

  • One year or more of relevant planning analyst experience.
  • Experience with:
    • Agreement preparation and management.
    • Managing multiple projects and delivering results.
    • Working closely with stakeholders and subject matter experts to ensure successful project completion.
    • Property management and agreement administration.
    • Using Geographic Information Systems (GIS) application, SharePoint, Bluebeam Revu, and File Net.
    • Microsoft Office suite and Adobe Pro/Adobe Sign.
    • Public processes and public infrastructure.
    • Policy analysis and preparation.
    • Reviewing and analyzing vehicles, bikes, and pedestrian crash data.
    • Preparing memorandums or report sections for transportation planning documents such as transportation plans/studies, modal plans, comprehensive plans, or similar efforts.
  • Ability to visit county-owned rights-of-way and HCRRA-owned property and traverse vegetated or uneven surfaces.
