What You Will Earn:
This position is a part-time 20 hour per week position. The anticipated starting hourly rate for this position is $32.50 (Step
1) -$35.15 (Step
3)/hour depending on experience. With a full future earning potential of $32.50 (Step
1) -$44.48 (Step
9)/hour.
Job Summary :
The human resource generalist is responsible for supporting all human resource management and program administration functions. This is a confidential, professional position that provides human resource leadership and support services for internal and external customers. This position has direct accountability for staffing, benefits administration, training program development and onboarding processes. This is a consultative and customer service-oriented position that requires excellent communication skills, resourcefulness, sound critical thinking and problem-solving skills, project coordination, data management, report generation and advanced computer technology skills.
Essential Functions/Responsibilities:
The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Provides human resource support and applies best practices to effectively resolve a full range of human resource service needs throughout the organization.
- Manages the staffing and recruitment process to promote the recruitment of highly qualified talent and compliance with county and legal regulations governing employment. Work includes ensuring accuracy of position descriptions, documentation completion, position postings, recruiting strategy, candidate assessment and selection processes, new hire communications, applicant management and communications.
- Performs the onboarding process for new employees ensuring an effective introduction to and understanding of service culture, vision, mission and values, county government operations, key personnel policies and department handoff. Onboarding process includes processing of all required employment forms and enrollment materials.
- Oversees County benefit administration. Explains benefits, works with payroll clerk to gather data and complete all required reporting. Oversees County health insurance and flexible benefit plans and researches ways to reduce cost.
- Contributes to the development and deployment of employee training and development including e-learning, publications and facilitated sessions to build skills and improve capability.
- Develops and executes programs and services that maximize employee engagement, learning and growth. Provides support services, coaching and mentoring to staff on a wide range of personnel and employment matters.
- Ensures compliance with all local, state and federal laws governing employment, worker health and safety related matters, through effective processes, postings, education and audits, to minimize risk and create a favorable working environment.
- Develops multi-media communication materials to address and support human resource programs, including employee communications, press releases, program announcements, technical guides, presentations and other forms of communications as needed to support human resource programs and organizational initiatives.
- Performs all other related assignments as required, human resource staff support and special project assignments in a professional manner.

Minimum Qualifications:
Education and Experience
- Bachelor’s degree in Human Resources, Business Management or related field, or
- equivalent knowledge gained through experience, plus two (2) years of human resource generalist experience or project management experience, or
- an equivalent combination of education and experience sufficient to perform the essential functions of the job.
Required Certifications/Licenses
- Valid driver’s license preferred.
