Position Summary

Coordinate, oversee, and administer the delivery of social services to the assigned unit.

Scope of Responsibility

Responsible for providing supervision of professional and support staff. Consult with workers on critical decisions that affect health and safety or have significant financial implications. Develop services and policies, submit accurate and timely reports, and administer grant proposals and budgets.

Duties and Responsibilities
  • Provide direct supervision of unit staff.
  • Assign work and organize unit caseload.
  • Evaluate performance and prepare performance improvement plans.
  • Consult on disciplinary issues.
  • Participate in employee recruitment, hiring, training, and retention activities.
  • Ensure compliance with the County Personnel Policies, Collective Bargaining Agreements, and federal, state, and local regulations.
  • Prepare, maintain, monitor, and audit compliance with provider contracts.
  • Manage the development, monitoring, and implementation of the unit budget.
  • Develop unit policies and procedures and assist with the development of department policies and procedures.
  • Respond to client concerns and complaints and manage resolution.
  • Develop grant applications and monitor grant programs.
  • Maintain records and files and prepare reports.
Additional Functions
  • Attend training as needed.
  • Serve as a Benton County representative on various committees, associations, interagency collaboratives, and liaison to community groups.
  • Serve as a member of the Human Services Management Team.
  • Perform other duties as assigned or apparent.
ADDENDUM – Social Services Supervisor – HCBS
  • Provide supervision of the HCBS Unit.
  • Develop community-based service providers and execute agreements.
  • Prepare, maintain, monitor, and audit compliance with provider contracts.
  • Provide oversight of the Guardianship consultation team to ensure appropriate decisions are made.
  • Manage the Waiver Review Team to ensure funds are used in a fiscally responsible manner.
  • Participate in the Emergency Preparedness Team – Congregate Care, attending training and exercises.
ADDENDUM – Social Services Supervisor – Child Protection / Intake / Assessments
  • Manage the Child Protection Screening Teams and make final screening decisions.
  • Manage and support Child Protection Investigators and Family Assessment workers in determining investigative and assessment procedures.
  • Assist staff in making out-of-home placement decisions in collaboration with county attorneys and law enforcement.
  • Manage a team of Case Managers providing case supervision regarding safety, case planning, court recommendations, and placement/permanency decisions.
  • Manage the Parent Support Outreach Program.
  • Manage the Adoption Program, providing supervision and guidance in making adoption decisions and signing legal adoption documents.
  • Ensure adherence to DHS requirements, audits, and PIPs.
  • Attend required community meetings for the Stearns Benton Child Protection team and Child Advocacy Center Administrative team.
  • Participate in the Emergency Preparedness Team – Congregate Care, attending training and exercises.
ADDENDUM – Social Services Supervisor – Adult and Child Mental Health
  • Provide supervision to the Mental Health unit.
  • Program areas include Adult Mental Health, Children’s Mental Health, Homeless Outreach, Truancy, CAMHI Coordinator, and Mental Health Co-Responder.
  • Manage Civil Commitment Screening Teams and make final screening decisions.
  • Manage the Mental Health Placement Screening Teams and make final screening decisions.
  • Attend required community meetings for Community Adult Mental Health Initiative, Local Advisory Council, and Children’s Mental Health Collaborative.
  • Participate in Emergency Preparedness Team – Congregate Care, attend training and exercises.
Preferred Qualifications
  • Mental Health Professional License.
ADDENDUM – Social Services Supervisor – MnCHOICES/Adult Protection
  • Provide supervision of the MnCHOICES/Adult Protection Unit.
  • Develop community-based service providers and execute agreements.
  • Prepare, maintain, monitor, and audit compliance with provider contracts.
  • Review, screen, and consult on Adult Protection reports.
  • Provide oversight of guardian ships for adult protection.
