Social Services Supervisor – HCBS
Join Benton County’s Human Services leadership team and help guide, strengthen, and make a meaningful impact in Home and Community-Based Services (HCBS) for our community.
POSITION SUMMARYCoordinate, oversee, and administer the delivery of social services to the assigned unit, including supervision of professional and support staff, development of unit policies, management of budgets, grant application development, and ensuring compliance with county and federal regulations.
RESPONSIBILITIES- Provide direct supervision of unit staff
- Assign work and organize unit caseload.
- Evaluate performance and prepare performance improvement plans.
- Consult on disciplinary issues.
- Participate in employee recruitment, hiring, training, and retention activities.
- Ensure compliance with county personnel policies, collective bargaining agreements, and federal, state, and local regulations.
- Prepare, maintain, monitor, and audit compliance with provider contracts.
- Manage the development, monitoring, and implementation of the unit budget.
- Develop unit policies and procedures and assist with the development of department policies and procedures.
- Respond to client concerns and complaints and manage resolution.
- Develop grant applications and monitor grant programs.
- Maintain records and files and prepare reports.
- Attend training as needed.
- Serve as a Benton County representative on various committees, associations, interagency collaboratives, and community liaison.
- Serve as a member of the Human Services Management Team.
- Perform other duties as assigned or apparent.
- Manage specialized units according to addendums
- HCBS Unit – supervise professional and support staff; develop community-based service providers and execute agreements; manage waiver review team and guardianship consultation team.
- Child Protection/Intake/Assessments Unit – manage screening teams; support investigators and assessment workers; assist in placement decisions; manage parent support outreach and adoption programs.
- Adult and Child Mental Health Unit – supervise mental health staff; manage civil commitment screening teams and mental health placement screening teams; attend community meetings; maintain emergency preparedness participation.
- MnCHOICES/Adult Protection Unit – supervise unit staff; develop community-based service providers; provide oversight of guardianship and adult protection reports; maintain coordination for Community First Services and Support (CFSS) recipients.
$41.35 – $44.42 per hour (desired hiring wage range, 2026); potential career progression up to $56.72 per hour.
QUALIFICATIONS- Minimum:
Bachelor’s degree in social work, psychology, sociology, or related field; four (4) years of relevant work experience; successful completion of a background check; valid driver’s license and ability to drive in Minnesota; obtain and maintain relevant certifications and licensures. - Preferred:
Two (2) years of supervisory or leadership experience; mental health professional license.
- Knowledge of principles, techniques, and practices of social work and supervision.
- Knowledge of federal and state laws regulating human services programs.
- Familiarity with Benton County community agencies and resources.
- Knowledge of program administration, personnel administration, management techniques, and organizational development.
- Effective communication skills, both oral and written, with strong public relations abilities.
- Ability to establish and maintain effective working relationships with others.
- Ability to apply professional/managerial principles and judgment within overall goals established by senior management.
- Ability to perform complex analytical work and adapt policies, procedures, and methods to fit unusual and complex situations.
- Ability to maintain communication with persons of influence, using tact, discretion, and persuasion.
- Ability to travel within Minnesota, including extended overnight stays, and to work extended hours as needed.
