Compensation and Benefits: $63,000 - $83,000 (includes PERA Retirement, flexible medical benefits, 13 paid holidays, vacation/sick time package)

General Description & Purpose

The Middle Fork Crow River Watershed District (MFCRWD) was established in 2005 to protect water quality in the Middle Fork Crow River watershed. The District is seeking a Project Coordinator to oversee its conservation program, including Best Management Practice (BMP) implementation, studies, GIS work, planning of the North Fork Crow River 1W1P, grant writing and reporting, and support to staff and future planning initiatives.

/ Essential Functions
  • Oversee the implementation of District projects, including Capitol projects, partner projects, landowner projects, and grant projects. Project management responsibilities include financial management, scope, schedule, partner coordination, engineering, contracts, easements, cooperative funding agreements, permitting, and documentation.
  • Engage producers, landowners, city officials and stakeholders to identify and explore interest in restoration and protection strategies.
  • Work closely with contractors, other governmental agencies and conservation partners to protect resources identified in the North Fork Crow Comprehensive Watershed Plan (1W1P).
  • Conduct desktop and field assessments of areas most in need of restoration, monitor aquatic life, and monitor discharge, sediment and nutrient loss for protection or restoration goals.
  • Maintain working relationships and communication with partners, assist landowners with environmental issues, and represent the District on federal, state and local technical committees.
  • Coordinate outreach and education activities to residents, elected officials and partners including public meetings.
  • Collaborate with city engineers in the District to mitigate impacts of altered hydrology and water resources, reduce pollutant conveyance, and generate storage goals for the four municipalities in the Watershed District.
  • Observe, measure, and document concerns such as lateral bank erosion, soil type, eroding areas, lack of buffer zone, outdated tilling methods, and other notable features.
  • Target outreach to engage landowners in learning how land production decisions affect water quality and adoption of best management practices.
Implement the District’s Best Management Practice (BMP) Program
  • Take direction of the District’s Structural and Management BMP program, including marketing, scoping visits, design and implementation.
  • Manage development and amendment of the North Fork Crow River Comprehensive Plan (1W1P), update based on water quality data, and produce annual report cards.
  • Prepare and update special reports such as the District’s Total Maximum Daily Load reports and Watershed Restoration and Protection Strategy Report.
  • Research and secure alternate funding, including grants and State Revolving Funds. Lead the application process, coordinate district staff, administer awarded funds and submit semi‑annual grant reports. Track budgets and collaborate with partners for match funding.
  • Develop and implement programs covering development, financial management, schedule, partner coordination, engineering, contracts, easements, funding agreements and permitting.
  • Manage and coordinate contractor activities on BMP projects, ensuring schedules, budgets and design quality.
  • Assist strategic planning and implementation of current and future District projects and programs.
  • Own grant writing, budget compilation, grant reporting and implementation.
  • Maintain communication and coordination with cities, townships, local agencies and landowners to carry out the BMP Program.
