QA/QC Site Manager
A major regulated utility is constructing a greenfield, simple-cycle combustion turbine facility (two CT units) in Tracy, Minnesota. We are seeking an experienced QA/QC Site Manager to oversee quality assurance and quality control activities for the EPC-executed project, ensuring strict compliance with codes, standards, and the owner's quality requirements. You will act as the on-site quality subject matter expert, working closely with the EPC contractor (including their quality manager) and the owner's inspection team across civil, mechanical, and electrical disciplines.
Key Responsibilities
- Quality Oversight & Compliance
- Serve as the QA/QC Site Manager for a greenfield combustion turbine build (two units, simple cycle).
- Review and validate the EPC quality program, policies, procedures, and quality management system.
- Review and approve Inspection & Test Plans (ITPs), including:
- Identification of hold points and witness points for shop and field activities.
- Ensuring test plans meet project, code, and owner requirements.
- Verify compliance with ASME B31.1 and ASME B31.3 for power/steam piping and process piping.
- Field Auditing & Inspections
- Conduct field walks and audits to verify that EPC and subcontractors:
- Follow their own QA/QC procedures.
- Adhere to project specifications, drawings, and applicable codes/standards.
- Monitor and review work of civil, mechanical, and other inspectors (owner's team and EPC):
- Confirm proper witnessing and documentation of inspections.
- Provide non-authoritative feedback and coaching where needed.
- Oversee and/or witness:
- Welding activities and code compliance.
- Hydrostatic / pressure tests.
- Rotating equipment installation.
- Piping fabrication and installation quality.
- Documentation & Turnover
- Review turnover/hand-over documentation packages to ensure:
- All required quality records are complete and accurate.
- Traceability and documentation meet project close-out requirements.
- Support resolution of non-conformances and quality issues with EPC and vendors.
- Maintain accurate QA/QC records and reports using Microsoft Office and project systems.
- Stakeholder Interaction & Leadership
- Work closely with:
- EPC Site Quality Manager and construction supervision.
- Owner's Program Manager, Construction Manager, Construction Supervisors, and inspectors.
- Major vendors (e.g., turbine/generator manufacturers and their sub-suppliers).
- Provide subject matter expertise on codes, standards, and drawings.
- Demonstrate non-authoritative leadership—influencing and guiding without direct line management.
- Note:
This role does not include direct people management; it is a technical/functional oversight role.
Required Qualifications
- Experience
- 5–7+ years of relevant experience in construction site QA/QC on large industrial, power generation, or utility projects.
- Demonstrated background in:
- Welding oversight and code compliance.
- Piping fabrication and installation QA/QC (shop and field).
- Witnessing hydro/pressure testing and rotating equipment installation.
- Prior work in roles such as:
- QA/QC Manager, Quality Engineer, Quality Surveillance/Quality Oversight, Quality Representative, or similar.
- Technical Skills
- Strong working knowledge of:
- ASME B31.1 (Power Piping).
- ASME B31.3 (Process Piping).
- Proficient with Microsoft Office (Word, Excel, Outlook, Teams, SharePoint).
- Able to learn and use owner-specific tools
