Position Summary
Under the direction of a unit supervisor in the Health and Human Services division, the positions assigned to this classification level perform professional services involved in the assessment, evaluation, planning and implementation of human service plans to assist clients in assigned program areas. This position may be safety-sensitive, depending on assigned duties and responsibilities.

ESSENTIAL FUNCTIONS/RESPONSIBILITIES
The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Position Duties

• Performs client screening and intake functions and activities for the division or program area.
• Performs and conducts a variety of activities, tasks and functions associated with treatment planning, evaluation and assessment.
• Implements and provides professional social/human services to clients, their families and/or the community.
• Implements and performs all case management requirements, documentation and monitoring required to meet mandates, to document services, and to meet the needs of clients.
• Performs a variety of community relations, public relations and outreach services in assigned program areas.
• Collaborate with other professionals, providers, therapists, health professionals, internal departments, law enforcement, community or governmental agencies in coordinating resources and in meeting the needs of clients.
• Links clients to services and connects families to resources; may aid in a crisis as needed.
• Performs other comparable duties of a like or similar nature as assigned.

NON-ESSENTIAL FUNCTIONS

• Attend weekly unit meetings, as available and as needed, and quarterly staff meetings.
• Do public speaking as assigned.
• Attend appropriate training and conferences.
• Represent agency at meetings with other human service resources.
• Perform other duties as assigned or apparent.

KNOWLEDGE, SKILLS, ABILITIES

• Knowledge of the fundamental, principles, techniques and trends in human services in such areas as family systems/dynamics, child development, the aging process individual/family therapy, counseling, crisis intervention, adoption issues, chemical dependency, abuse, neglect, family violence and the dynamics of caregiving.
• Knowledge of and ability to function within a government structure and follow local, state, and/or federal regulations, rules, policies and procedures pertaining to program assignments.
• Knowledge of how families, communities, and systems function and interact.
• Knowledge of and ability to use interview, assessment, counseling and evaluation tools in areas of specialty.
• Knowledge of and ability to comply with record keeping requirements and county administrative policies and procedures pertaining to program.
• Knowledge and understanding of professional ethics, boundaries, and legal responsibilities.
• Flexibility in scheduling to meet client needs outside of typical business hours and ability to respond to client crisis situations, possibly in-person, after business hours, if requested or scheduled for on-call.
• Ability to prepare numerical, assessment, narrative management reports and/or client records/files.
• Ability to establish and maintain effective working relationships with supervisors, providers, program participants, representatives of other governmental agencies and other professionals in the field.
• Ability to investigate, interview and gather information and documentation needed in making assessments and evaluations concerning client emotional/physical needs, issues and concerns.
• Ability to train, instruct and coordinate the delivery of parenting, daily living, and/or personal financial developmental skills.
• Ability to assess and develop individual service/case plans for clients.
• Ability to apply judgment, discretion and decision making in developing strategies and plans to best assist client needs and concerns within relevant and applicable requirements, regulations, rules and policies and procedures.
• Ability to conduct court studies, prepare court documents and testify in court concerning actions, findings, and recommendations.
• Ability to conduct public relations and public information activities to inform, recruit and support county programs and services within the County.
