The Healthcare Value Strategic Initiatives Leader is a critical enterprise leadership role responsible for driving the strategy, execution, and performance of the organization’s health care value agenda. This role serves as both the strategic architect and operational integrator for the CHO’s organization, ensuring alignment across clinical, pharmacy, behavioral health, and quality functions to achieve enterprise goals for affordability, quality, and member outcomes.

Acting as a trusted advisor and extension of the CHO, this leader translates vision into action—advancing strategic priorities, establishing operating discipline, and driving cross-functional accountability. The role ensures the CHO’s organization operates as a cohesive, high-performing system by aligning strategy, governance, performance management, and communication across enterprise and segment stakeholders. Performs other duties as assigned.

Key Accountabilities

  • Enterprise Health Care Value Strategy Leadership
  • Lead development, refinement, and activation of the CHO’s enterprise health care value strategy across all lines of business.
  • Translate strategic priorities into clear, actionable plans with defined outcomes, milestones, and accountability.
  • Ensure integration of clinical, pharmacy, behavioral health, population health, and quality strategies to drive total health care value.
  • Anticipate emerging trends and proactively evolve strategy to address market, regulatory, and competitive dynamics.
  • Strategic Execution & Performance Management
  • Establish and oversee a disciplined execution framework to drive performance against enterprise goals for medical cost, quality, Stars, and member experience.
  • Implement and manage a comprehensive performance system, including KPIs, dashboards, and governance forums.
  • Identify performance gaps, root causes, and corrective actions in partnership with functional and segment leaders.
  • Ensure enterprise-level visibility into progress against strategic priorities and long-range plan objectives.
  • Strategic Advisor
  • Serve as a strategic advisor and operational partner to the CHO, supporting prioritization, decision-making, and execution of key initiatives.
  • Manage the operating cadence of the CHO’s organization, including leadership team meetings, governance structures, and enterprise forums.
  • Ensure alignment of agendas, materials, and decisions with enterprise priorities and desired outcomes.
  • Drive follow-through and accountability on key actions, decisions, and commitments across the leadership team.
  • Cross-Functional Alignment & Enterprise Integration
  • Align health care value strategies with segment (P&L) priorities to ensure impact on financial performance and market competitiveness.
  • Partner closely with Clinical, Finance, Actuarial, Network, Operations, Product, and Market leaders to ensure coordinated execution.
  • Break down silos and resolve cross-functional challenges that impact cost, quality, and member outcomes.
  • Enable consistent prioritization and resource alignment across the CHO’s organization.
  • Support the CHO in advancing enterprise provider strategies, including value-based care and strategic partnerships with health systems.
  • Facilitate alignment between internal strategy and provider-facing initiatives to improve collaboration and outcomes.
