Environmental Planning Manager

We are seeking a dynamic and experienced Environmental Planning Manager to join our team at Apex Engineering Group. This position offers flexibility to work remotely or from any of our office locations, including Fargo, Bismarck, Dickinson, Minot, ND or Detroit Lakes, St. Cloud, Minnetonka, MN. The candidate will play a critical role in shaping our environmental team and expanding our services to both public and private clients in the transportation and water sectors.

Key Responsibilities
  • Lead and prepare NEPA documentation including Environmental Assessments, Environmental Impact Statements, and Categorical Exclusions for impactful projects.
  • Drive business development and marketing initiatives aimed at enhancing our environmental service offerings to existing and potential clients.
  • Collaborate with project managers and market leaders to craft compelling technical proposals for project pursuits.
  • Participate in interviews for projects that require significant environmental planning expertise.
  • Prepare essential permits under the Clean Water Act, including Sections 10/404 and 401 Water Quality Certifications, as well as USFWS Section 7 Consultation.
  • Review and oversee field and office wetland delineations, ensuring compliance with agency jurisdictional determinations.
  • Engage actively in transportation team, management meetings, and seminars to foster collaboration and knowledge sharing.
  • Assist in budget development for planning projects, ensuring financial alignment with strategic goals.
  • Lead recruitment efforts for environmental staff in alignment with Sector Leader approvals.
  • Engage the public effectively, participating in meetings and community outreach initiatives.
  • Demonstrate independence and sound judgment in decision-making processes.
  • Adhere to company policies and safety standards with a strong commitment to ethical practices and meticulous attention to detail.
  • Work both autonomously and collaboratively in a team environment.
  • Contribute to professional organizations and community leadership initiatives.
  • Willingness to travel and stay out-of-town as required, with potential overtime during critical deadlines.
  • Perform any additional duties as assigned.
Qualifications
  • Bachelor's degree in planning, natural resource management, environmental science, biological science, ecology, or a related field.
  • A minimum of 5 years of relevant experience in environmental planning and permitting, with a strong focus on NEPA documentation.
  • Preferred experience with transportation projects and familiarity with public agencies in North Dakota and Minnesota.
  • Demonstrated ability in authoring Environmental Assessments and Environmental Impact Statements is a plus.
  • Proficiency in Microsoft Windows/Office applications (Word, Excel, Outlook, PowerPoint).
  • Exceptional written and verbal communication skills.
  • Detail-oriented, self-motivated with strong interpersonal and organizational skills.
  • Possession of a valid driver's license or ability to obtain one.
Physical Requirements
  • Ability to operate a computer in standard office environments.
  • Occasionally work outdoors in varying conditions.
  • Lift and carry up to 10 pounds regularly; may occasionally lift up to 50 pounds.
  • Commit to scheduled hours in the office or onsite for project-related work.
