Director of Career & Technical Education

SUMMARY

Under general supervision, directs the MPS Career & Technical Education (CTE) programs; directs staff, programs, operations, schedules, regulatory compliance, administrative functions, and budgets.

* Directs Career & Technical Education (CTE) student programs for Minot Public Schools and the Minot Area Workforce Academy, based on registration offerings, and other specialty study programs; exercises independent judgment within broad policy guidelines; provides leadership, direction, and guidance in CTE program administration and policies for compliance with accrediting agencies.

* Directs CTE Department operations to maintain effective and efficient specialty programs for coordinated plans of study; assures compliance with federal and state regulations, North Dakota Department of Career and Technical Education standards, and MPS policies.

* Manages CTE staff, develops priorities, and assigns tasks and projects; develops staff skills, training plans, and cross-training of program staff; meets regularly with staff to discuss and resolve priorities, workload, special assignments, problems, staff development, and technical issues.

* Manages CTE staff performance, productivity, and continuous improvement of the program operations, including evaluating CTE staff in conjunction with principals.

* Monitors programs, program results, accreditation, and student records; researches grant funding opportunities.

* Plans, organizes, and conducts community outreach programs, community events, and discussion groups to promote CTE programs.

* Analyzes financial information on CTE operations; reviews and monitors status reports and budgets, and recommends appropriate actions; effectively communicates program compliance issues.

* Monitors and evaluates CTE classes and curriculum, and assures that the teaching and training activities meet quality and safety standards.

* Assures the effective allocation and utilization of resources; manages contracts for special services.

* Manages purchase and inventory of CTE equipment, materials, and supplies.

* Supports the relationship between the Minot Public School District and the general public by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and District staff; maintains absolute confidentiality of work-related issues, client records, and District information; follows compliance rules governing child abuse; performs related duties as required or assigned.

MINIMUM QUALIFICATIONS

Education, Training and Experience Guidelines

Bachelor's Degree in Education, or related field; AND five years experience in an educational environment, including some experience with CTE; OR an equivalent combination of education, training and experience.

Knowledge of:

* MPS organization, operations, policies, and procedures.

* Area Career & Technology Centers in North Dakota organization, operations, policies, and procedures.

* Federal and state policies, rules, and regulations governing the conduct and safety of student programs and facilities in an educational environment, including the North Dakota Department of Public Instruction, Department of Career and Technical Education, Carl

D. Perkins Vocational and Technical Education Act, and other governing and accrediting agencies.

* North Dakota workforce employment data and trends.

* Purpose, use, and benefits of CTE programs and activities.

* Legal liabilities and responsibilities for CTE program staff.

* Local community resources, regional community services programs, and regional training programs.

* Techniques and practices for efficient and cost effective management of resources.

* Principles and practices of administrative management, including personnel rules, cost accounting, budgets, payroll, purchasing, planning, contracting, records management, and project management.

* Safety rules and regulations, occupational hazards, and safety precautions in public facilities.

Skill in:

* Interpreting and applying CTE program standards, applicable federal and state rules and regulations, and MPS policies and procedures and ND Career & Technology Center policies and procedures.

* Coordinating and administering educational, support, and student services for CTE specialty programs for coordinated plans of study, in compliance with accrediting agencies.
