** Job Description
** The Core Network and Facilities Engineer is responsible for the operations, maintenance, and lifecycle management of core network elements and supporting facilities, ensuring high availability, safety, and regulatory compliance of critical infrastructure. The role covers site and facility management, asset management, and technical operations to support reliable network performance and service continuity.
This position ensures compliance with ISO standards, DOLE regulations, and other statutory requirements, while implementing best practices in risk management, preventive maintenance, and asset optimization. The engineer supports network projects, upgrades, and acceptance activities, safeguards physical and information assets, and performs both on-site and remote monitoring, troubleshooting, and restoration of core network systems and support facilities.
The role also contributes to competency development, IT Service Management initiatives, and cross-functional programs, and may assume designated technical or regulatory functions such as Safety Officer, Pollution Control Officer, or Emergency Response Team member, in support of operational resilience and continuous improvement.
** DUTIES & AND RESPONSIBILITIES
** 1. Site Management Planning, oversight, and stewardship of the organization's facilities including the premises, building, infrastructure, equipment, and services. Ensures that the day-to-day operations are supportive and conducive to a safe, efficient, and reliable environment for the people using them and the equipment housed inside. Key areas typically cover the following:

Premises and building maintenance, including related soft services

Physical space maintenance, including space and power allocation, cooling requirements, and auxiliary systems

Security and safety of people and properties, including physical access control, activity gating, and materials ingress/egress logging.

Housekeeping and utility services

Workplace policies enforcement

Records and shop drawings
2. Asset Management The end-to-end management of the organizational tangible assets throughout their lifecycle, including acquisition, maintenance, operation, and disposal. Optimize the asset's total ownership through better utilization, downtime reduction, cost control, and maximize useful life. The defined assets include network equipment, support facilities, tools of work, furniture and appliances, office supplies, and other consumables used in the site's operations.

Asset management covers the following aspects of operations:

Acquisition, upgrades, and change-outs Project Support (from survey co-location to acceptance and operationalization)
Inventory and Tracking Decommissioning and disposal Information and data protection

3. Standards and Regulatory Compliance Understand, implement, and adhere to management system standards and relevant regulations including the skills, processes, and documents required to ensure compliance. It aims to drive quality, manage associated risks, institute best practices, fulfill regulatory obligations, and promote continual improvement. The key aspects of standards and regulatory compliance are:

ISO (International Organization for Standardization) standards for quality management, business continuity, occupational health and safety, environmental management, energy management, information technology services, and information security Legal permits and regulatory reports, including relative requirements

Risk Assessment and Management Designated technical persons to perform relevant duties and responsibilities (with regulatory accreditations)
Standard documentation and program implementation on-site Compliance with DOLE Regulations
